Research On Social Work Intervening In Community Public Issues From The Perspective Of Social Capital

In recent years,social work service has improved in many places of our country.Under the background of the government's innovation in promoting social governance,social work has become an important force that intervenes in community public issues.Community public issues are concentrated manifestation of the conflicts in urban communities.Aging and damage of public facilities in historical districts without property management in urban communities affect the lives of residents.In this way,the author aims at working out how our social workers should intervene in the community's growing public issues.The author takes social workers as the research object from the perspective of social capital theory.Through an analysis of existing domestic and foreign research results,the current trends of social workers involved in community public issues are clearly defined.Because of the lack of trust,interaction,normative and relational network capital in H communities,there are problems such as insufficient participation,and insufficient ability to mobilize resources.As a result,septic tank clogging events become a challenge;social workers are urgently required to deal with this problem.In the early stage,the social worker visited the residents and collected their opinions,trying to find out the basic situation of the community and the needs of residents which provide some tips for social workers to make some plans for intervention.In the medium stage,the social worker reconstructs community trust,promotes residents' interaction,and establishes a process of community residents' relationship network by nurturing residents' self-governing organizations and communicating with other community entities to integrate and activate community social capital.In the later stage,social workers successfully solved the problem of plugging of septic tanks by mobilizing social capital.Practiced by the social capital theory,the strategies for social workers to intervene in community public issues are summarized and refined.It strengthens the community residents' participation in community,builds information and resource sharing platform which develops and maintains community social capital,and establishes community resource database to link the community resources.Social workers play different roles in intervening in community public issues,such as facilitators,coordinators,advocates,and community resource coordinators.We social workers collect opinions,integrate the resources of the community,mobilize the forces of all parties,and improve the rational solution of community public issues,which has led to the development of the governance of multiple communities in the community.And at the same time,we are looking forward to practice more on social workers' intervention in community public issues.
