United Kingdom is the origin of adult education in the worldwide. The informal adult learning Learning Revolution White Paper was published in March,2009 by the Department of Innovation, University and Skills(DIUS). This paper taking the White Paper for example studies UK informal adult learning policy. Tracing the policy trend about adult education in developed countries is meaningful for us to conceive the related policy. Apart from it, this paper will enrich our adult education theory, especially for the theory of informal adult learning.This paper includes six chapters. The study begins with the combing of informal learning concept. Then, the paper draws a picture about the background of White Paper, analyzes the context of text and makes an analysis about the implementation. Although the White Paper has not been implemented at the present, the idea of informal adult learning will be developed under the reformation of Conservative Party. In conclusion, the appearance of White Paper is the co-balance of multi-party, representing the Labor Party's consistency of educational policy and innovation of educational idea. The context of White Paper is specific, the measures are suitable. Therefore, the White Paper is feasible theoretically.The study mainly uses documentary method and comparative method to comb and analyze the context of White Paper, making a compare between China and UK. Moreover, Policy analysis method is also used in this paper.Learning Revolution White Paper, published by English government in special period, is the first policy about informal adult learning in the world. The White paper demonstrates the emphasis form the English government. The implement of White Paper will be helpful for personal development, for building learning community even for shaping learning society.
