In knowledge-based economy times, the skills level of workforce, which relate to personal employment and fulfillment, play an important role in national economic development. Re-elected Labor Party recognized that raising skills level of workforce was very important to personal subsistence and development, economic success and social improvement In July 2003, the government published Skills Strategy White Paper, in order to improve the skills level of people, so as to improve personal employment and self-fulfillment, shorten skills gap between England and other major opponents, as well as promote economic development, make social impartiality and inclusiveness come true.This paper's research objective is Skills Strategy Policy, combining policy analytical method and comparative method, etc, We narrate, analyze and review the context, implementation and characteristic of Skills Strategy Policy in the paper, in order to provide experience for vocational education and training in our country. There are six parts in this paper. In the first part, we expound the significance and intention of the theme, research condition aboard and abroad, research method and theory framework.. In the second part, we introduce and analyze the context of Skills Strategy white paper, then we look back the history of the vocational education and training in England. In the third part, we present the definition of policy, point out the influencing factors of policy establishment, policy implementation and policy analysis firstly. Then we introduce and analyze the major content of White Paper. The forth part is policy implementation part. Here Skills Strategy Policy's implementation condition is shown in detail. In the fifth part, depending on Foster's vocational education ideas, we generalize and review Skills Strategy Policy in characteristic, innovation and significance. In the last part, we first illustrate the development of vocational education and training in china, and point out the existing problems. Then we make comparison between Skills Strategy policy and the counterpart policy in China, In order to find out the reference to our country.
