A long time after People's Republic of China was established, primary and secondary school textbooks had been selected by administrative departments of education. The textbook reform has witnessed a transfer of the power of textbooks selection and adoption from the central government to local units, with textbooks was selected and adopted by the Textbook Selection and Adoption Committee of local units, which is consisted of administrators, research of teaching staff, teachers, principals of schools and so on. As the main selection committee, teachers have begun to have the power of textbook selection and adoption.The research focuses on teachers'power of textbook selection and adoption, aiming to understand the sources and characteristics of teachers'power of textbook selection and adoption, and make recommendations on the protection of the power of teachers.Conclusions were drawn:First, the sources of teachers'power of textbook selection and adoption. It mainly comes from organizational systems and personal qualities with the organizational systems including rules of teachers are selected into the Textbook Selection and Adoption and the role in it. The more stringent and democratic entry rules and process into the committee, the more greater the teachers'power. The more specific and clearer the responsibilities of teachers, the greater the teachers'power. Personal qualities could be divided into professional knowledge level and personal moral character. The higher level professional knowledge level and is and personal moral character are, the greater the the teachers'power; Second, the features of teachers'power of textbook selection and adoption. It is a kind of public power, is also a professional power and the exercise of the power doesn't allowed to be given up. It points to public affairs, aims to achieve public interest objectives, and should maintain a just, fair and open manner when exercised. So, it is called the public power. At the same time, it is built on the professional knowledge of teachers and its exercise should not be given up. Because it is based on the public interest as its goal. Once the power is abandoned, it will damage the public interest; Third, the realization of teachers'power of textbook selection and adoption. There are three steps for improving the teachers'power. The textbook system must be perfected, the administrative power must be regulated and the teachers'textbook quality should be strengthened. In order to perfect the system of textbook selection, teachers'responsibility needs to clear and legalize. To regulate the administrative power, its role in textbook selection must be cleared and the power should be monitored effectively. Teachers can improve textbook quality by updating teachers'educational courses and training of textbook adoption.
