In 2002, China and the Association of Southeast Asian Nations (short for ASEAN )signed the'Framework Agreement on Comprehensive Economic Cooperation', China - ASEAN Free Trade Area officially launched; It will be completed on schedule by 2010. The scale of cross-border education between China and ASEAN progressive extension, cross-border educational policies between them also constantly developed and perfected in this period.This research is based on policy analysis theory, comparative advantage theory and game theory, put to use historical method, comparative law, literature method and other research methods, focusing on the carding and analysis of educational agreement version that signed between China and member cuntries of ASEAN since the period that China - ASEAN Free Trade Area has been establishing; put emphasis on the research that evolvement,content,type and effects of the China - ASEAN Free cross-border educational policy to provide reference and revelation for the further adjustment of the cross-border educational policies after the completion of China - ASEAN Free Trade Area.Paper begins with a brief overview about fundamental state of the agreement on educational cooperation since the establishment of diplomatic relations between China and ASEAN member countries, then from the time of the longitudinal nature to card the cross-border policise in four phasese and from the horizontal space on the boundary to analyze compartively the four types of cross-border polisies one by one of China and ASEAN cross-border educational policies around the establishment of China - ASEAN Free Trade Area. On this basis,analyze performance of China-ASEAN cross-border educational policies, point out deficiencies of the implementation of the policies. Finally, advance four specific recommendations to improve further China - ASEAN cross-border policies.The main features of this paper are: (1) The practical significance. With the China - ASEAN Free Trade Area established, cross-border education will become one of the important areas of cooperation for both side. "National Mid-term and Long-term Educational Reform and The Program of Development Plan (2010-2020)" (draft for public comment) clearly suggested that "active participation in bilateral, multilateral,global, regional educational cooperation," "to further expand the scale of foreign students. "(2 ) topical studies. Regard cross-border education policy of China - ASEAN as a research topic, and making system analysis to the types of cross-border education policies, this kind of research is rare before. Therefore, on the base of this research, the writer have participated in the research of the Guangxi Social Science Planning Issues—"Development Proposals of Cross-Border Continuing Education in Northern Bay Economic Zone", and taken on topical study for the research of"China - ASEAN Cross Continuing Education Policies".(3) originality. useing a large number of literature to analyze objectively analysis China - ASEAN cross-border educational policies is the most important feature of this article. In the study, to lookup seriously,read and put the relevant documents in order. Being able to use a lot of version to make research on China - ASEAN cross-border education policies is rare now.
