In December 2007, the Ministry of Education made the announcement that colleges and universities should offer the course of career development and guidance. Since then, China's colleges and universities have started to develop their career development and guidance courses. In spite of the great achievements over the past few years, there exist many problems yet to be solved, such as insufficient teachers, sloppy management, monotonous teaching contents and methods. And since 2000, China has started its web-based course designing program, which has helped to popularize the application and research of web-based courses. Some universities have developed websites devoted to career guidance, but this cannot be called a web-based course of career development and guidance in its true sense.This paper analyzes the current situation of career development and guidance practices in both China and foreign countries on the basis of literature studies. In order to find more authentic information, the author also designs a questionnaire to investigate the status quo of China's career development and guidance course development and implementation. Drawing on web-based instruction-related theories and on the experiences of designing other web-based courses, the author designs a web-based course of career development and guidance. Guided by Teaching Requirements of Career Development and Guidance for College Students, this paper examines the course objectives and contents, identifies learner features and their entry skills, develops function modules, collects learning materials, designs instructional activities, learning motivation and the web interface. In the last section of the paper, a sample unit on the theme of "Occupation Classification" is developed to explain the learning process with this web-based course.
