National and international scholars have basically agreed that core objective of early reading education is to promote ability of independent reading develop. To become fluent readers needing many preparations, the most important thing is reading strategy to integrate the content of book. Considering that reading strategies play an important role in independent reading and preschool curriculum is lack of early reading strategies practice, researcher tried to construct the training program of early reading strategies based on children's development status, and to study results of its implementation by case tracking. Taking into account children's early reading is significant for their physical and mental development and social integration, researcher chose the migrant preschool children living in someone community in Beijing as study objects. Researcher hoped this study would provide these children and their family some education support.At first, based on the concept of early reading strategies and existing researches on reading strategies training, the content of reading strategies were selected, which included the prediction strategy, self-questioning strategies, extracting key information strategies and supposing strategies. The total study includes three stages:Survey:Researchers checked of reading strategy development status of 30 randomly selected pre-school children based on the definition of the four reading strategies. According to the test results, researchers developed the levels of four reading strategies, and described the performance and feature of each level. Testing Results showed that children without reading strategy training in general cannot use reading strategies effectively.Program design, implementation and improvement:The researchers in accordance with the spiral structure of Action Research "Plan-Do-Reflection-then plan-then do," explore the training mode of reading strategies. First, according to the levels of reading strategies development, combined with existing researches on teaching reading strategies, researcher conducted a preliminary design of early reading strategies training program, including the training strategy for each level of reading strategy development and implementation measures. During the process of training program implementing, researchers summed up the problems and experiences in two implementation phases and improved the preliminary design. At last, the two-step teaching method for training children reading strategies was developed, referred to as "TR4S" technique.Program effectiveness test:in this phase, researcher tested the effectiveness of implementation of early reading strategy training program in the way a case tracking. The differences of development level of reading strategies between before and after program implemented, showed that reading strategy training program improved children of all reading strategy development levels the ability of strategic use. In addition, reading strategy training program also improved children develop their interest of reading picture books and increase their awareness of independent reading.
