Since 2002,China is in the social transformation and higher education transformation and development of each other in the historical period,the higher education in the number of scale into the development stage,is bound to usher in many opportunities and challenges.Outside the transition period of China's higher education evaluation,discussion and controversy is constantly.The quality of higher education development in China and the number of the same size has made a big leap? Are the inputs and outputs of higher education conforming to the needs of the popular development period and how effective is it? What is the difference in the efficiency of higher education in each region? How to improve the efficiency of higher education,specifically from which factors to proceed,targeted to quickly improve the efficiency of input and output? These problems are urgent to be solved.By the end of 2015 the state promulgated the "double first-class" program,and in the relevant documents stressed that dual-level construction must "adhere to the performance as a lever",in such a reform trend,how to deploy higher education in China to implement assessment indicators,and rational allocation of education Resources,in order to speed up the "double first-class" construction,which become a pivotal issue.Based on the 30 provinces of China higher education panel data from 2003 to 2014,this paper adopts the Pastor method which can effectively filter the variables in the DEA model,and establishes the scientific higher education Efficiency evaluation index system.Unlike the previous study on the efficiency of higher education,this paper introduces the F?re-Primont index,which compensates for the Malmquist index which does not satisfy the transitivity test and can not be cross-longitudinally or polygonal horizontal comparison defects,The F?re-Primont index has the advantages of product completeness and complete decomposition of TFP.Through the establishment of the DEA model of the F?re-Primont index,the comprehensive efficiency of the higher education from the static,dynamic to the provinces,regions and the national,technical efficiency,scale efficiency and residual mixingefficiency were measured,and the efficiency difference was divided into provinces and regions.On the basis of efficiency measurement,this paper discusses the factors that influence the efficiency of higher education and set the hypothesis.The influence factors of higher education efficiency are studied by using DEA-Tobit two-stage model and panel model respectively,and the influence of TFP on higher education Factors were studied.The conclusion of the thesis is as follows:(1)The scale of higher education in our country has been increasing year by year.At the same time,the development mode of higher education in our country has gradually developed from extension to connotation,the number of colleges and universities,the number of full-time teachers,the number of students enrolled,And other scale increasing,but in recent years have slowed down growth,college teachers and students than to maintain a certain percentage.In most of the provinces,the proportion of fiscal education expenditure in local GDP fell by 34.7% compared with that in 2005,while the proportion of higher education investment in total local GDP was 2014 The increase in the number of provinces in 2005,indicating that in recent years the government's financial support for higher education has declined,and colleges and universities from other sources of income has increased.(2)In terms of comprehensive efficiency,the overall efficiency of the whole higher education in China from 2003 to 2014 showed a trend of "W",which declined in 2014.In terms of provinces,the comprehensive efficiency of higher education in the provinces showed a large difference between 2003 and 2014.In 2003,the average efficiency of higher education in the eastern and central regions was higher than that in the west.From the beginning of 2012,the comprehensive efficiency of higher education in the western region surpassed the eastern and central regions,indicating that the western higher education has developed considerably in recent years.(3)In terms of technical efficiency,scale efficiency and residual mixing efficiency,the technological efficiency and scale efficiency of the whole higher education in China have changed slightly.In particular,the scale efficiency has changed by 0.06 in 12 years,while the residual mixing efficiency is fluctuating Growth,the annual average compared to the technical efficiency and scale efficiency is always the lowest,China's higher education performance for the scope of the economy is not high.In other provinces,most provinces in our country have the least gap in scale efficiency level,followed by technical efficiency,while the provinces have shown a large difference in the residual mixing efficiency.In the subregion,the higher education in the east,middle and west shows different efficiency advantages.The advantage of the eastern region lies in the technical efficiency and scale efficiency,but the downward trend is down by 5.49% and5.8%;The advantages of the central region in a better range of economic efficiency;the scale of the western region is better,and the growth trend is significant.At the same time,thetechnical efficiency,scale efficiency and residual mixing efficiency of the higher education in the east,middle and western regions tend to converge during the study period.(4)From 2003 to 2014,TFP of higher education in China showed a significant increase.Technical efficiency,scale efficiency,and residual mixing efficiency have different effects on the growth of TFP in higher education.The technical efficiency is reduced by an average of 7%,which is inhibited by the growth of TFP in higher education.The scale efficiency and residual mixing efficiency are respectively An average annual growth rate of 6.59%,22.02%,to promote the overall higher education TFP growth.(5)The conditions of college education,the arrangement structure of higher education resources and the index of education expenditure of all students show a significant positive effect on the comprehensive efficiency.The scale of higher education expenditure has a significant negative impact on comprehensive efficiency and technical efficiency.The fixed assets of colleges and universities have positive effect on technical efficiency,scale efficiency and residual mixing efficiency,but the magnitude of the force is different.The per capita GDP of each region has a significant negative impact on the technical efficiency,but the force is small.The per capita GDP and higher education resource allocation structure in each region have a significant positive effect on the residual mixing efficiency.The study also found that the allocation structure of fixed assets and higher education resources was positively correlated with the performance of higher education TFP,and the scale of higher education funding had a negative effect on higher education TFP.Based on the analysis of the status quo of the development of higher education in China,the performance of higher education efficiency in different regions,and the combination of influencing factors on the efficiency of each region,we should deepen the reform of higher education management system.The paper puts forward the concrete measures and gives the practical suggestions to improve the policy in order to improve the quality and efficiency of the development of higher education in China.The new ideas in this paper are:(1)New research methods.The F?re-Primont index is introduced into the DEA model,which is used for the first time in the evaluation of the efficiency of higher education.The DEA-Tobit two-stage model is used to study the factors influencing the efficiency of higher education,and the policies are formulated for the relevant departments.The allocation of educational resources,improve the overall efficiency of regional and regional,narrow the regional gap to provide theoretical basis and empirical support.(2)The diversity of research perspectives.Respectively,from the static,dynamic point of view of the national,provincial and regional higher education efficiency and decomposition efficiency of the calculation,and the efficiency of the composition of the comparative analysis.
