With the economic and the social's progress, the community all recognized the importance of education for the social development, leaders at all levels have given unprecedented attention. In 2007, the State Council General Office transmitted the notice of the Ministry of Education and other departments, which about the implementation of free normal education in six subordinates Normal Universitys,the State Council decided to implement the free normal education in six subordinates Normal Universitys. The huge state investment making the overall quality of the free normal student, particularly, its ability, becomes the focus of the whole society, thereby increasing the Free Normal's educational ability to be the center work of six normal universities. Now, the first free normal will go to work, do they have accessed the basic education and teaching ability? What problems are still on? How to improve the free normal's teaching ability? The test of the teaching ability of the free normal students is not just check that they have to be a qualified teacher, but also to be responsible for the vast number of primary and secondary students and the future of our education system,which significance is far-reaching.Now,with the rapid development in technology, the science and technology is the first productive force, but also an important driving force for the educational development. The multimedia computers and computer networks, and a variety of modern media and information technology are gradually introduced into the teaching process,being the technical basis of modern education. The modern information technology has brought an impact on teaching management, teaching content, teaching methods, teaching means and the teaching process, resulting in a far-reaching impact. Because of this, the countries around the world have emphasized the schools to train students'information literacy, and the ability to solve practical problems using the information technology. In view of the impact which given by the technological and social'development to the education and the the new requirements which proposed by the worlds to the school education, the normal students must have a good ability to implement teaching in the information environment. Only when the normal students have the appropriate information literacy and the ability to use the information technology to optimize teaching, we have the basic power of cultivating the students' information literacy. Therefore, the above issues further become into how to improve the free normals'educational and teaching ability in the information technology environment.i Starting from this issue.the study abopts literature study, observation method and questionnaire method,and which were combined. Considering the special circumstances of the free Normal,the study established the education and teaching ability which the normal students should have. I personally go to observe and record in the 13 Colleges when they hava the teaching ability test of the first free normal students. And I make the teaching ability questionnaire to one to four year free education for students. On this basis, I summary the quo in education and teaching ability of the free normal students from one to four year. And that I combined with the survey of the existing training program for all grades, to explore cause of the problem and finally explored the countermeasures by the accessing to information and the learning and absorbing other essence of university training program, provide reference to modify and improve the free normal students' existing training program.How to train the free normal student, which are now in the exploratory stage, so there is no the ready-made experiences. When I start the paper,the first free normal student are facing the graduated,and the freshmen just into the university. The survey seizing the opportunity, respectively investigate the third and fourth grade students before and after the educational practice, and survey the freshmen at the beginning of the school year,and do the investigation to the second grade at the end of the two years' free education in normal university. So,I targetedly obtain all the free normal students'status of educational and teaching ability and the influence which the four stages that before enter the school,two years of basic education, one year of teacher education and the educational practice given to the free free normal's teaching ability, To provide advice for further modifying and improveing the existing training program.
