Study Of The Development Of Private Higher Education In Shaanxi Province

Witnessing 30 years of evolution from implementation of reform & opening to outside, private higher education of Shaanxi province has contributed to progress of higher learning in Shaanxi or even nationwide by being the key growing point and propelling force in accelerating education system reform. The private higher education of Shaanxi ranks among the best in fields like the number of education institutions, enrollment, attendance, teachers and fixed assets. Compared with the overall swift development of national private higher education, the private sector of Shaanxi descends to a bottleneck age where it may be likely to be surpassed by such latecomers as Jiangsu, Zhejiang, etc. The need to find proper means to maintain sound and development of private higher education of itself or even nationally has been imminent. It is in consideration of above mentioned situation, that the author composes this thesis to research on the development of private higher education of Shaanxi province.This thesis falls into six parts. The first part is an introduction, describe the background, research intention, research ideas and innovation, etc.The second part clarifies fundamental concept by defining "private school" "private higher school", "private higher education", after which stressing the importance of private higher education by means of briefing on the status and function of private sector on the entire high education of Shaanxi province, giving light to the significance of researching on researching on private higher education of Shaanxi province.The third part introduces basic facts of private higher education of Shaanxi province. The first sub-section sources back its history, which falls into 5 stages: embryo, restoration, swift development, normal development and development guided by law, ended up with drawing a conceptual conclusion on features for each stage. The second sub-section described existing circumstances of its private high education with respect to the number of universities, size, faculty, enrollment and distribution of majors.The fourth part mainly analyzes problems evolved in private higher education and analyze 8 causes for its development. In spite of sound development, private higher education of Shaanxi province still faces difficulties and problems:failure to recognize the status and functions of private higher education, backward policy, regulations and provisions unmatched with and unfit for the real practice, vague ownership, poor performance of education, imperfect construction of faculty, absence of intermediary organization for education quality assessment, defective structure and mechanism, inadequate financial allocation for education from government.The fifth part concludes the experience to be learned from comparison of features of private higher education building up intermediary organizations for education assessment in US and education legislature and policy in Japan with respect to management mechanism & mode, assisting approach from government, and differences and similarities between US and Japan.The sixth part focuses on viable and practical measures to ensure development of private high education of Shaanxi by suggesting 8 solutions accordingly:proper position of and impartiality to private higher education, improved education legislature and policy, clarified property rights by giving fair remuneration, enhanced education quality by furthering reform, intensified administrative mechanism reform of faculty, building up intermediary organizations for education assessment, standardized internal management featured by board of director administration and school-based management, increased government support together with funding system.Flourishing education leads to a prosperous Shaanxi. The rise and fall of private higher education of Shaanxi province, primary element of education undertaking of Shaanxi, affects the overall development of higher education in Shaanxi province. The author intends to make her own efforts for sound and development of private higher education in Shaanxi by relating and analyzing in this thesis and subsequently dedicates devotion to building up social and economic development of Shaanxi.
