Evolving from administrative accountability system in China and education accoun-tability system in US, the principal accountability system acts as a supplement and im-provement of the principal responsibility being a pre-arranged normalized and institutio-nalized procedure and norm intended for responsibility supervision and sourcing back in the event that the principal acts omission and abuse of its power when performing its duties with certain authorityThe existence of principal accountability system is theoretically and practicably well-grounded. This thesis conducts theoretical analysis in its nature, function and princ-iple by define it as the supplementary and perfection in contrast to principal responsibil-ity system, to be more extensive in subject, comprehensive in content, open in publicity ,much constructive potential internally. It strengthens communication function, fosters control and incentive function and the improvement of management by adhering to prin-ciples in the unity of rights and obligation, accountability on the basis of law and publi-city.As of now, theory of principal accountability system has been applied in some prim-ary and secondary schools and yielded associated documents. The thesis summarizes its advantages in three aspects from cases collected, namely, preliminary systemization and institutionalization, comprehensiveness, deep rooted in people's mind and diversific-ation. In the meantime, the opposite is lack of lawful basis resulting to over emphasis on authority and negligence in responsibility system, absence of accountability culture contributing to failed practice, on basis of which this thesis generalizes its main compon-ents:accountability subject, object, approaches and procedures. The accountability subj-ect consists of consubstantial and variant accountability system. The competent educati-onal authority and field party organization performs the subject function of consubstant-ial system while the mainstay of variant responsibility system includes patriarch, public , news media and social organizations. And the content is defined by political, legal, ad-ministrative and professional responsibilities.The practice has proved accountability system as the improvement for the internal management by bridging the defects of principal responsibility system in process. The system reinforces the responsibility awareness, its working style, accelerating positively the permanent incentive mechanism and administrative efficiency. This thesis conclude-s with detailed analysis on the supporting mechanism build up for perfection of the curr-ent accountability system, which are scientific distribution of function, heightening of responsibility, open administration, broadening out of accountability gateway, improved supporting-system & expanded base, accountability culture and optimized policy enviro-nment.In summary, it is vital to construct the appropriate principal accountability system based on existing conditions of our primary and secondary school principals while posit-ively drawing upon its experiences and focused on development factors in a bid to deve-lop one primary and secondary principal accountability system with Chinese characteri-stics.
