In the first ten years of 21st century, governments and relevant education departments implemented arrangement-adjustment policies for elementary and middle school of Inner Mongolian Pastoral area. Many phenomena emerged in this adjustment process, such as heavy economic burden for parents, school dropouts, physical health deterioration of children, improper values and many other issues. In this paper, took the herders and students of A village, Jargaljam township as a case, analyzed socialization problem of elementary school students and another phenomenon that traditional concept and value of herders who went into city together with their children was urbanized, and indicated that merging the elementary schools of pastoral area is a way to urbanize the herders.Students and herders of A village have been faced many problems which occurred in the urbanization process since their village school was merged to the Jargaljam complete primary school. For example (specifically), students' diet was severely damaged along with their being merged into the urban environment. And their blind pursuit of urban culture, for instance, pursuit of brand clothes, made their values changed dramatically. Besides, children boarding outside of school also caused many social problems, such as, the break of family relationship because of the lack of communication between parents and children, and heritage of local cultural was interrupted because of the disappearance of location for family education and absence of necessary characters.This article consists of three parts:the first chapter introduced the history of A village elementary school and education level of herders in this village; The second chapter analyzed the process of arrangement adjustment and the heavy expenditure on education fees; in third chapter try to make a comment on the importance of family education to the heritage of local culture.
