The subject that education output contribution to economic growth has become an important research field on educational economics. To regard with a region within a certain period of time, how to obtain the education outputs contribution rate to economic growth and how to compare the contribution rate of different types of educational output have become a new field , where many researchers digging continually in recent years.Based on the monitoring data from the CLMMC (China Labor Market Monitoring Center), which subordinated to Human Resources and Social Security Ministry, we found that the supply of university graduates has been increased including college students and post-graduates students in the new century especially since 2006. However, at the same period, the demand has been shrinking continually and the Request/Talent rate declines. To the contrary, the secondary vocational education graduates are popular increasingly. And the Request/Talent Rate increases. It gives secondary vocation education more importance in the context of high education great developping. One of research objects is how to explain this phenomenon from an empirical perspective and then what responses should we have taking into account data availability and calculation of operational and other factors, calculating different types of educational output contribution to economic growth several years after Shanghais Reform and Opening up is the core of this research.By empirical research we use Cobb-Douglas production function derive a design formulas on education output contribution which involves the labor share a different levels of education covering in Shanghai, the relation between years of accepting education in different educational levels of workers and different levels of education relative income. We use a total of 23 years'data from 1987 to 2009, estimates reasonable parameters and designs proxy variables ingeniously and borrowes ideas from other researcheres. At last, we have calculated the education output contribution rate and it is 9.71%. Primary school, secondary schools, junior high school, high school and university, their education output contribution rate's proportionate relationships are respectively 1.09:1:3.75:4.18:8.30. The data shows that higher education are occupying the leading position in a total education output contribution to Shanghai's economics and secondary education in a secondary place. The outcome can't confirm this hypothesis that secondary education's output contribution rate is the biggest. But on the grounds that the education investment which state financial ministry have produced at the same period, we can figure out the relative contribution rate of five kinds of education output, that is , 1.46:1:2.27:2.55:0.92. These figures demonstrate that higher education's contribution rate is the lowest but secondary education's sharply higher than others. This situation means that, to some extent, develop vocational education vigorously to resolve current difficulties on the job market, is more efficient than to develop higher education.This paper with adopting the production function which is a frequently-used method and the data we collected are insufficient such as estimation of some parameters borrowed a national data rather than in Shanghai. To some extent, such practice will affect the accuracy of the calculation. But it did not affect the important value of this paper's results. Due to the distribution way of wealth and psychological factor referring to educational choices, vocational education's contribution to economic growth is not embodying sufficiently. Even so, the results has been proved that vocational education's further development will play an important role in solving the current structural unemployment problem.Finally, we gives a simple analysis specific to a typical case in the automotive industry in order to further demonstrate that developing vocational education are of great importance and are feasible as well. We put forward four measures based on taking into account some problems with regards to vocational education development practice nowadays.
