In this special organization of management , school, the headmaster's work of how to mobilize the enthusiasm of teachers and students to play their initiative. Competence alone is unable to perform the best management performance of their administrative effectiveness . Beyond the power given by the upper level leaders, there is another influence which is natural and potential playing an important part. It is with the high personality , remarkable ability , broad knowledge and sincere emotion that the headmaster is followed conciously by the others who is affected by his attraction, that is the non-position effective power, which is based on the position effective power that has a civilizing influence on the psychology and behaviours of the staff in the school and its character is natural, stable and permanet.This essay analysed the situation affected by the non-position effective power and its cause among the headmasters in primary and high school s by means of the literature research, questionaire survey ,special case interview and so on, and in this essay, you can also find some related strategies to promote the non-position effective power.According to some literature research and the survey result , we found there exists a phenomenon that many headmasters focused the power on himself who is running the school by the compulsive means.There are some factors which have an effect on the non-position effective power of the headmaster such as, his political and ideaological quality , his view to power, his professional knowledge and ability, the moral behaviours , the communications with the staff and so on.To make the most of the non-position effective power,the headmaster should update the idea on his politics and thought s and he should also set the correct concept of power and streghten the idea of service. Model is always the way to give the correct guide and the professional quality ought to be strengthen. Besides , to develop the new form and pattern of management, deepening the emotional communication between the teacher and students ,constructing the harmonious, democratic and equal atmosphere are also important.
