The Ministry of Education started "nationwide school teachers' educational technology ability construction plan" officially in April,2005. The plan is implemented to cooperate the elementary education curriculum reform, the modern distance education project of countryside schools and the national teachers' education network alliance. The plan is based on Educational Technology Ability Standards for elementary and middle schools teachers issued by the Ministry of Education in 2004 and aimed at sharpening school teachers' educational technology application ability roundly and promoting effective utilization of technology in teaching. One of the plan's goals is to enhance the school teachers educational technology application ability obviously trough organizing nationwide school teachers to complete educational technology training, which are not lower than 50 study periods, using many kinds of ways and the method, during 2005-2007 years. In order to expand the training scale of teachers' educational technology ability, in 2005, the Ministry of Education Pedagogical Department entrusts the Beijing University and the East China Normal University to develop network curriculum of school teachers' educational technology ability training (primary) in two set of training materials' foundation. School teachers' educational technology ability web-based training has subsequently opened. Comparing with traditional training, the scale of web-based training is very considerable naturally. But how about it's training effect? This is worth thorough matter concern of our Government department, the experts and all related personnel.This research took the school teachers' educational technology ability web-based training in Xing ping, Xian yang, Shaanxi Province as the object of study. It took Professor Donald Kirkpatrick's four level training appraisal theory as the main rationale. It carried on the assessment on the effect of the school teachers' educational technology ability web-based training in Xing ping, Xian yang, Shaanxi Province. It is hoped to provide the referential suggestion for the school teachers' educational technology ability web-based training in Shanxi Province, to enhance the effect of the web-based training.The paper is composed of six parts. The first part is an introduction, mainly introduced the background of the research, the propositions of question, the goal and significance of the research as well as the thought and method of the research. The second part mainly introduced the general situation of the school teachers' educational technology ability web-based training, specially the situation of web-based training in Shanxi Province, and combed the present research situation of domestic and foreign school teachers' educational technology ability training and the assessment on the effect of teacher training. The third part is the rationale, mainly introduced professor Donald Kirkpatrick's four levels training appraisal theory, learning theory of adult and training transformation theory. The fourth part is the schematic design for the effect assessment of the school teachers' educational technology ability web-based training, mainly included the determination of the appraisal object, the determination of the appraise tool and the method and the questionnaire forecast. The fifth part is the implementation of the school teachers' educational technology ability web-based training effect appraisal, including selection of the appraisal object, reliability and validity analysis of the questionnaire, and the implementation of the appraisal and the problem of the appraisal. The sixth part is the conclusions and the suggestions, mainly includes the conclusion of the research, the correlation suggests and further study.The conclusion of the research is:Before the training, the teachers have strong understanding to the importance of educational technology and lifelong studies consciousness. However, the teachers' appraisal and reconsideration consciousness on using the resources in teaching process, implementation situation of teaching process, the teaching effect and the efficiency is not strong. Their educational technology's application consciousness is also quite bad. After the training, the teachers had the distinct enhancement to the educational technology application consciousness as well as the appraisal and reconsideration consciousness. Around training, the change of teachers' elementary knowledge target and the basic skill target of educational technology is on the middle level in the entire second-level target changes, elementary knowledge's change is relatively more obvious than basic skill's change. After the training, the majority teachers did not grasp the knowledge and the skill well. After the training, the teachers' application to the knowledge and the skill learned in the training is not very ideal. The teachers' biggest harvest in this online training lies in the renewal of the idea.
