Information techonlogy promotes the process of the educational information in ourcountry, state education department has become more and more attention to theInformationization reform on basic education. In order to promote teacher’s professionaldevelopment, build a specialized teachers’ team, optimize the teaching effec, all kinds ofteacher training program in all over the country carried out to improve the ability of primaryand middle school teachers’ educational technology, promote the reform of basic educationcourse, put quality education into force and improve teaching quality.In the country’s policy support and the funds, elementary and middle school teachers’educational technology ability level has been improved. However, the training effects basedon “The national training plan” and provincial training plan are uneven. This paper aims toput the learning communities theory, which is highly attention recently, into teacherstraining, to optimize the training effect of educational technology ability and improve thelevel of informatization for elementary and middle school teachers. We hope that the newtraining philosophy could bring a new opportunity to the training on educational technologyability for elementary and middle school teachers.This paper includes six chapters.The first chapter is about the research background, purpose, research meaning andresearch methods, in addition, expounds several important concept detailedly such asLearning Community and the training on educational technology ability;The second chapter are Literature reviews. This part of paper analysed theunderstanding of the learning community at home and abroad briefly, and the situation of thetraining on teachers’ educational technology ability in our country;The third chapter is questionnaire survey. We analyse the leve of educationaltechnology ability for elementary and middle school teachers through the concrete data, andconfirm training needs;The forth chapter is the model design and structure for elementary and middle schoolteachers’ educational technology ability training based on learning community. Theimplementation steps and methods are all based on the rich theory basis, the latest statusanalysis and the actual situation of teachers;The fifth chapter is the specific application of the model. We test the training effectthrough the pattern application in the actual teacher training, and identify its scientificrationality;The sixth chapter is the summary and reflection of our research. Learning community advocates a open selfless thought. Every member of thecommunity get together for a common goal. They rise jointly through the communication andsharing all sorts of study resource. Such a sharing ideas has an important meaning on theprofessional development to elementary and middle school teachers and perfect the model oftraining on educational technology ability for elementary and middle school teachers. Wehope the research could bring certain thinking for the future of teacher training.
