30 years of reform and op ening up, China's development of secondary vocational by the party and the country attached great importance, but its development has its own status and importance of the enormous gap between, such as the attraction of vocational education is not strong, high quality and lack of students, professional and curriculum unreasonable, insufficient funds, especially teacher quality, and so on, which are seriously affected the secondary vocational education in all aspects of China's important role in the construction of the play. From China's population structure and status of social and economic development point of view, secondary vocational education is to promote China's modernization and the main factors to improve social equity, and improve the quality of secondary vocational education and development purposes. Restricting the quality of secondary vocational education in a country many factors, from the experience of developed countries and China's situation, the introduction of free system is the most effective way is one of the values of secondary vocational education to achieve an important guarantee.In this study, literature and comparative law as the main research methods, vocational education from the properties of public goods and social stratification theory perspective, as well as developed countries free of secondary vocational education policy and practice, the implementation of secondary vocational education free of the need rationality are described, also in China since the reform and opening up some areas, some professional test the implementation of free secondary vocational education system and issues the results were reviewed and analyzed, and the national conditions of China's construction free of secondary vocational education system put forward their views.
