Analysis Of The Text Of The Modern University Academic System

Establishing and consummating the modern university system especially the academic system, has become the inevitable choice of the reform and development of universities in China. In process of reform, learning the foreign modern university system has become a common strategy. As a "specimen" which transplanted the "American mode" to Chinese domestic successfully, the experience of Hong Kong University of Science & Technology has some reference to universities in the mainland of China. So, this study takes HKUST as an example to study its academic system, with the use of text analysis and on the basis of theories of the New Institutional System and Rawls theory of justice system, to study the meaning and path of the "localization" of international university system, and to provide advice for the establishment of the modern university system in universities of the mainland of China.First, this study recalls the formation and development process of HKUST's academic system, reveals the contradictions and conflicts encountered when HKUST learned the "American mode" and made it localized, and indicates that:"localization" is a game process which is compatible with the local conditions, and how to balance the relationships among the old and new system, concepts and group interests with institutional innovation, is the key to localization.The main part of this study is text analysis, to analyze the academic system of HKUST from the perspective of formal text, practical text and comparative text respectively. Through this research I find that:First, the formal system text of HKUST not only shows the common values of modern university system, such as "university autonomy", "academic freedom", " faculty-dominant"," spirit of rule-by-law ", "people oriented " and "procedural justice ", but also reflects the educational philosophy and characteristics of HKUST. The system has clear standards and strict enforcement procedures, so it is highly practical. Second, the actual operation of HKUST's academic system is consistent with its system text, and has some flexibility in practice, therefore, its value has been universally recognized by the members, its rules have been strongly implemented and enforced, and the organization makes a good effect. Third, in the process of localization, HKUST firmly grasps the core value of modern university system; it does not completely copy the American system, but innovates the system according to the actual situation, such as:attaches great importance to the academic affair functions of Department and the operation of rules. In comparison, the building of modern university system in the mainland of China is weak in these areas.Through the case analysis,we can get some inspirations:in the process of the localization of foreign system, we should adhere to the principle of "foreign experience+ local tradition+innovation", and Identify the focus of the reform. In the context of the reality of the mainland of China, we can build the system starting from university charter, and inject the core values of the modern university system to it according to the local practice, resolve the outstanding issues, thus to promote the institutional change of university in the right direction.
