The Javits program is the only talented and gifted educational program funded by the American federal government. The program has been carried out from1989to2011, with the purpose of identifying and training underrepresented students of talents and gifts.This article is a systematic study of the Javits program from a comparative point of view. It is designed to take a more holistic approach to understand and grasp the history, the current status, the trend, and the characteristic of American talented and gifted education, with special emphasis on knowing how the American federal government guide and promote the implementation of the gifted and talented education act and so as to influence the development of American talented and gifted education.Based on the understanding of the status of American talented and gifted education, this article can help us to reflect on the current situation and problems of gifted education in China, especially to explore the introduction of gifted education act and related education policies and even talented education programsThis paper can be divided into six chapters:The first chapter is the part of the introduction, which proposed out research questions of this paper, reviewed the relevant literature, and finally formed the basis of the design of the present study;The second chapter is the background part. By investigating the Javits Act and the following Javits program, this study presented the legal basis and deep cultural, historical and social reasons of the release of this federal-level education programs;The third chapter is the part of historic and present situation of the Javits program. It introduced the evolution and development of the Javits program and examined the trend of the amount of funds mainly from the purpose, implementing agencies, eligibility qualification, and sponsored programs of the Javits program;The fourth chapter is the case study, with the window of funded projects in2008and2009, which showed the status of implementation of this program in the first decade of the21st century more specifically and detailedly;The fifth chapter is the part of characteristics and effectiveness of the javits program. Based on prior analysis, it summarized the major features of the Javits program and its main results achieved by2011;The sixth chapter is the part of conclusions and implications. It provides references for the theory and practice of Chinese talented and gifted education, the introduction of talented and gifted education act during current period, and even release the country level policies of talented and gifted education. Moreover, based on the understanding of the American talented and gifted education, it can help us better resolve the problems arose in the development of Chinese talented and gifted education.
