Abstract:With the development and improvement of market economy, defects in the management system of professional sports of our country has been gradually emerging, such as "combining regulation with operation" in government’s department of sport; clubs are lack of decision-making power in operation and management; property right is not clear in professional leagues, etc. In recent years, our country has carried on some beneficial explorations and trials on the reform of "separating regulation from operation" in the public service unite and have made some achievements. However, seeing from practices, the management system of professional sports itself also has many problems to be dealt with. Therefore, with the constant deepening of reform of "separating regulation from operation" in the public service unite, the reform of our country’s management system of professional sports has been an urgent request, and "separating regulation from operation" will also be a hot spot in the reform of our country’s management system of professional sports.This paper mainly adopts the literature review method, comparative study method, analytic hierarchy process, empirical approach, and so on to review and analyze the background of reform and development of our country’s management system of professional sports. On the basis of summarizing the managerial experience on professional sports of western developed countries, this paper has had a preliminary study on the reality condition, necessity and feasibility of the reform of "separating regulation from operation", and put forward countermeasures and suggestions on carrying out the reform of "separating regulation from operation" of our country’s management system of professional sports.Studies show that reality conditions for carrying out "separating regulation from operation" of our country’s management system of professional sports include: professionalism reform of our country’s competitive sports has made some achievements; development of global professional sports has put forward new requirements for the reform of our country’s management system of professional sports; public service unite reform under the market economy system has provided a solid policy foundation for the reform of our country’s management system of professional sports; rapid economic development of our country has provided a sufficient material backup for the reform of our country’s management system of professional sports. In the aspect of necessity, this paper has expounded problems which currently exist in our country’s management system of professional sports. It will use analytic hierarchy process to divide factors which are affinitive in the reform process of "separating regulation from operation" into four fundamental factors and eleven correlative factors to do the calculation of matrix and weight, and consider the practical situation of the development of our country’s professional sports. Studies suggested that it was feasible to carry out "separating regulation from operation" in the management of our country’s professional sports. Carrying out "separating regulation from operation" in the management of our country’s professional sports can not only let our government departments to return to their own functions and keep a healthy and sustainable development of professional sports, but also can let professional sports clubs to really enjoy the autonomy in management and realize fairness, justice and openness in professional sports leagues. At the last part, for successfully carrying out "separating regulation from operation", this paper put forward that, government should straighten out the functional relationship between management and regulation, define the limits of authority; establish and improve coordination and safeguard mechanism after carrying out "separating regulation from operation"; construct operation mechanism which is consistent with features of our country’s professional sports; strengthen the top-level design, operate pilot projects scientifically and promote social participation.
