The admissions policies of secondary vocational education affect many people and involves many stakeholders. Stakeholder theory can provide an effective framework for analysis.we can determine the properties of the different stakeholders by three dimensions, which are legitimacy, authority, emergency. So that, the analysis of the stakeholders of the admissions policies can be easier. According to Mitchell score, there are five main stakeholders in the admissions policies, which are the central government, the local government, vocational schools, students and parents. They each have different interests and behavior logic.The admission policies changes, and so is the interest of the stakeholders. Obviously there are three stages. In the first stage(1949-early1980s), as the impact of the planned economic system, the admissions to the vocational schools is highly restricted. At that time, the central government is in charge of the interest of the stakeholders. In the second stage(early1980s-mid1990s), With the reform of the economic system, the planned economy and commodity economy coexist in china. Due to the growing demands of the places, eventually it formed a "two-track" admissions policy at this stage. In the three stage(mid1990s until today), with the deepening reform of the socialist market economy, all the student must pay to vocational schools and their employments were no longer guaranteed. Thus the the admissions policy went into merger stage. Since the introduction of market competition, the stakeholder of the admissions policies is more complicated.In the changes of the admissions policies, the key stakeholders have different interest and behavior logic. Safeguarding the public interests of the entire society is the basic interest of the central government. On the other hand, as a representative of the interests of the ruling class, the central government is bound to protect the interests of those in power to rule. Local government have no special interest in the admission policies. The implementation of its policies primarily is driven by higher levels of government pressure on the administration. In the planned economy era, vocational schools were belong to the government. They didn’t have the right to do what they mean. Under the conditions of market economy, vocational schools starts to fight for their fortune. Whether students and parents choose vocational schools or not, they are based on one of the most basic motive, namely to realize the maximization of individual interests.To realize the integrated benefits for the stakeholders in admissions policies, there must be fundamental, institutionalized solutions. Firstly, we should build a common governance strueture for all the-stakeholders in admissions policies. Secondly, under the direct of the central government, local government must strengthen their cooperation. Thirdly, we must standardize recruitment market order and promote the right competition among stakeholders. Fourthly, the government must strengthen social and economic system reform. When students receive vocational education, it must be guaranteed that they can be rewarded. So that the government must undertake vocational education costs and improve the outdated household registration system and social security system.
