Supplementary education is an education activity that exists for the existence of the mainstream education system. Its size and model change with the mainstream education system. It is also named as shadow education because of seeming like a shadow. Shadow education has been a hot topic which has swept the globe and involved thousands of families. With the rise of shadow education, tutoring agencies, as the main organizations of shadow education, are continuing to be thriving. The influence of shadow education in society can’t be ignored any more. Exploring the law of the development of shadow education, correctly understanding and grasping the internal connection of shadow education and schooling as well as tutoring agencies and schools have their unique value and significance for knowing the insufficiency of mainstream education, breaking the dominant situation of the school, formulating scientific and effective countermeasures as well as prompting diverse organizations in the field of education.Started from the disordered phenomenon of tutoring, by virtue of sociology research methods of "de-familiarizing" and then "familiarizing", the dissertation questions the rise and development of shadow education and explores the relationship and its future trend between tutoring agencies and schools. The study finds that shadow education has its own logic of rise and law of development, and it is the same with the relationship between schools and tutoring agencies. To be specific, the institutional mass education,with its relentlessly focus on academic achievement as well as its own defect in promoting students’academic performance, stresses the universal, intensified and robust education logic which is driving families to looking for the successful way to help children improve school performance and produces the demand for shadow education. The rise and development mainly benefits from the guarantee of well-developed economics, the preference of social benefits, the promotion of one-child policy, the favor of Confucian culture, the ecbolic coming from formal school education and the cut-throat education competition around the world. Schooling is of most importance among the factors mentioned above, to some extent, it is the school education logic itself that breeds, creates and contributes to the rise of shadow education. There are conflicts and cooperations between tutoring agencies and schools. They have appeared similarity and compatibility with each other. A hybrid education organization will probably be born from schools and tutoring agencies in the future since the boundaries between the latter two are becoming vaguely and they keeps mimicing each other and compatible with each other. Five, because of the defect of mass school in better meeting the personalized requirements as well as concealment and complexity of shadow education, shadow education has its own existence value and rule. Thus, it’s unfavorable to prohibit and indulge shadow education.Finally, the dissertation puts forward some suggestions based on the summary and reflection on the existing domestic and foreign experience and strategies. Firstly, fully play the role of market economic logic and bringing in the competition mechanism to improve the overall quality of schooling. Secondly, perfect relevant laws and define departmental duties to manage the teachers and courses in tutoring agencies according to law properly. Thirdly, increase the general level of school through referencing the management and supervision model of tutoring agencies, improving the treatment of teachers, ameliorating teachers’ working environment, encouraging the mode of public school operated by the private, etc. And then, it is necessary to deepen the comprehensive reform of education, explore the flexible mechanism of evaluation and selection as well as seek the reference factors in addition to academic achievement. Last but not the least, creating multivariate cultivating and development model by providing alternative public education resources through the platform such as network, TV and so on, breaking the school monopoly on many "social acceptance qualifications", creating a flexible accreditation system for the transformation of learning outcomes, etc.
