As a new mode of preschool education which can guarantee the teaching quality to a certain extent and alleviate the shortage of pre-school education supply,inclusive kindergarten has become a new direction of government preschool education policy guidance.This article selects Benxi City inclusive kindergarten as the research object,on the basis of fully understanding and mastering the existing situation of Benxi inclusive kindergarten,combining with the multi-center management thought,introduces the inclusive kindergarten industry association,the information open platform,To explore the optimal allocation of educational resources,multi-channel financing and social third-party evaluation and supervision mechanism of inclusive kindergartens,and to face squarely the stakeholders such as government,kindergartens,parents,society and so on.The role and role of body in governance.This paper is divided into four parts.The first part is introduction,which mainly introduces the research background and significance,research contents and methods,and constructs the theoretical basis of the article through literature review at home and abroad.The second part is the investigation of the present situation of the inclusive kindergartens in Benxi City.After fully understanding the distribution status of the inclusive kindergartens in Benxi City,the parents of the sample kindergartens were surveyed by stratified sampling method,and the teachers and the administrative staff of the Bureau of Education were interviewed to complete the investigation of the present situation of the inclusive kindergartens in Benxi City.Through sorting out the survey results,from the charge situation,the ratio of teachers and students,influencing parents to choose kindergarten reasons and parents' satisfaction with the existing inclusive kindergartens reflect the current situation of inclusive kindergartens in Benxi City.The third part is the analysis of the problems and causes of Benxi inclusive kindergartens.Through investigation,we know that there are four problems in Benxi city,such as unbalanced distribution of educational resources,high fees,high quality of education and lack of dynamic supervision.The four causes of restricting the development of inclusive kindergartens in Benxi are: lack of planning of resource allocation,lack of investment and single investment mode,insufficient internal management ability of inclusive kindergartens and imperfect policies lead to vague division of power and responsibility.The fourth part is the development path of the inclusive kindergartens in Benxi under the multi-center governance model.Based on the theory of multi-center,this paper introduces social forces to participate in management by constructing information platform,forming industry association,forming expert team and setting up parent committee.Through rational allocation and integration of existing educational resources,multi-channels to raise funds for inclusive kindergarten education,strengthen teaching management,clarify the four aspects of government responsibility to explore the development path of inclusive kindergarten in Benxi city.It is a new attempt for multi-centers to participate in the development of inclusive kindergartens.It is hoped that the research on the present situation and countermeasures of inclusive kindergartens can provide appropriate and feasible suggestions for the development of inclusive preschool education in Benxi city.
