| In recent years,a series of national pre-school education policies,such as the Outline of the National Medium-and Long-term Education Reform and Development Plan(2010-2020),the State Council’s Opinions on the Current Development of Preschool Education,and the CPC Central Committee’s Views on Deepening the Reform and Normative Development of Preschool Education,have been issued successively.Among them,some districts and counties in Chongqing have become the basic measures to solve the problem of kindergarten education by establishing affiliated kindergartens in primary schools.This has promoted the rapid development of primary school affiliated kindergartens to meet the growing demand for preschool education services.The year 2020 is the closing year of the Outline of Chongqing’s Medium-and Long-term Urban-Rural Education Reform and Development Plan(2010-2020)and Chongqing’s third preschool education action plan(2017-2020).What is the quality of primary school affiliated kindergarten education under the rapid progress of the policy?Does the government’s financial investment in preschool education achieve the desired results? This directly affects the quality of preschool education in urban and rural areas of Chongqing to enhance the connotation and fair development.This paper focuses on the quality of kindergarten education in primary schools in Chongqing,and considers that the quality of kindergarten education includes four aspects: physical environment creation,living activities,curriculum and daily activities.Based on the basic public service equalization,educational public governance theory and educational ecology,Liu Yan and Pan Yuejuan’s China Kindergarten Education Quality Evaluation Scale(Urban-Rural Edition)is used as an evaluation tool,30 primary school kindergartens selected in 5 districts(counties)of Chongqing as a sample,samples.At the same time,interviews were conducted with district kindergarten administrators,kindergarten directors and kindergarten teachers in order to explore the factors affecting the quality of primary school kindergarten education and the ways to improve it.The results of this paper show that the overall level of education quality of primary affiliated kindergartens in Chongqing is general,the indoor environment is basically reasonable,the living facilities are basically sound,the relevant activities can be carried out according to the curriculum plan,and the daily activity arrangement is basically reasonable.But there are also the following problems: first,the quality of education in kindergartens attached to primary schools in rural areas is obviously lagging behind;second,the outdoor activity venues of kindergartens attached to primary schools are small and the sports materials are not well equipped;Third,the nap environment of primary school affiliated kindergartens is noisy,which is greatly affected by the schedule of primary school work and rest;fourth,the primary school affiliated kindergarten teachers play a single way of guidance,easy to ignore the interest and needs of young children play;fifth,rural primary school affiliated kindergarten curriculum quality is low,teaching exists "primary" phenomenon;sixth,primary school affiliated kindergarten class size exceeds the standard,interpersonal interaction level is low;seventh,rural primary school affiliated kindergarten teachers professional literacy needs to be improved.According to this,from the government,society,parents,primary schools and affiliated kindergartens and other aspects of the analysis of the quality of primary school affiliated kindergarten education causes,mainly for five parties Face: the government’s investment in the policies and regulations of primary school affiliated kindergartens and special finance is insufficient;social stakeholders are absent,third-party education evaluation institutions are relatively scarce,community and mass media are not active enough;parents’ concept of "primary school" is strong,lack of initiative to participate in home cooperation;primary school and kindergarten responsibilities are not clear,the relationship is not clear enough;rural primary school affiliated kindergartens have a large number of non-pre-school teachers.Therefore,based on the theories of educational ecology and education public governance,this paper analyzes the relationship between the stakeholders of primary school affiliated kindergartens,and puts forward the model of improving the quality of primary school affiliated kindergartens by government,society,parents,primary schools and kindergartens.Establish a scientific concept of early childhood education,actively participate in the construction of home cooperation;primary schools to ensure the management autonomy of affiliated kindergartens,do a good job of "transition from kindergarten to primary school";kindergartens in many ways to improve the educational environment,do a good job of internal quality assurance. |
