With the deeply research of lifelong education, lifelong learning and learning society, community education has gradually became the hot issue of education reform and development in our country. In1999, the ministry of education made a new police about "Education revitalization action plan in the21st century", the plan calls for that "we must develop the practice of community education, then establish and complete the lifelong education system gradually ".The plan has become an important milestone in the development of community education in our country. Since then, Chinese scholars had explored the concepts, characteristics and functions of community education. These too many discussions are the basis of essence of community education, attributes and functions.It also provided the basis for the develop community education.The author has two mainly reasons to choose this topic as the research object. The first one: when I go to some community colleges and community education centers in Beijing for researching, I found that the community education has many problems, such as too much government intervention, the community education running without autonomy; Residents’ learning enthusiasm is not high, a single design of Course, mainly on leisure entertainment and ignore the cultivation of the sense and responsibility of community. The Second one:the Chinese scholars discuss the position of community education are mostly stay on the surface, not explore the nature of community education, this leads to the body dislocation and the extension obscure of community education.In order to insure the development of community education in the right direction, we must re-examine the existing position and build a new community education model.The author starts the research from the origin and development of the community, explore the nature of the community and define the concept of "community" in this study. Then the author discusses the emergence and development of community education both at home and abroad. According to the characteristics of community education in different periods, and then analyzes the existing problems of community education and its influence on reality. However, the existing research results on community education can not solve the problems of community education. So it needs a new theory and research view to re-examine the community education in our country. The self-organizing theory can provide a direction for us. The author carries on the review connotation, extension, function of community education with the perspective of self-organization theory.The essence of community education on the perspective of Self-organization theory is the self-education. The good or bad of community education is closely related to ability of community self-organizing. Therefore, the author designs a set of evaluation criteria to measure the ability of community self-organizing in order to have evaluation of community education. Finally, the author build a set of regional self-organizing of community education pattern bases on the whole research conclusions. It includes the regional self-organizing community education management system, multi-level courses of community education and the construction of the teachers from the community. In this paper, the author uses the literature analysis method on study of community education researches at home and abroad. Using the comparison method to study on the formation and development of community education history at home and abroad and using the interview method to study the "little education thought"...
