Community is one of the most basic unit for modern society. And the community with perfect management, sound institutional framework and abundant functions is the important foundation for a harmonious, unitive and stable society. In our county community construction especially, the rural community construction is launched just for a short period, facing lots of problems in theory and practice which need to be researched and solved. The rural community construction overseas starts early and comes into being with stable development mechanism. So it can offer us reference in working out the difficulties we met in our rural community construction to take examples by other nations.Overall the development of rural community construction has gone through three stage:community salvation stage, developing the economy stage and town and county advolution. In each stage the emphasis of rural community construction are different, such as acknowledging and extending community organization concept, system and operation methods in community salvation stage, launching the villagers to participate in community republic life and financial resources so as to the rural economy could recover and develop quickly in developing stage, achieving urban-rural integration by integration local society in town and country advolution stage.On the whole the factors promoting overseas rural community development mainly are:historical factors in the background of industrial revolution and practical activities in methods of community organization, rural construction and agricultural extension. The pattern of organization for rural community overseas mainly includes:local business institutions, national organization and the international community organization. These organization structures plays an important role in the development process of rural communities. After a long term of development, the rural community overseas has formed a variety of management mode. According to different position and function of the modes, they can be divided into three types:government leading represented by Singpore, residents authonomy represented buy Japan. Despite rural community management modes overseas are not the same, but they have characteristics of autonomous, popularization, legalized management, NGOs. And these characteristics are more and more prominent. Outside of the county the subject of rural community management are diversified, regardless of the management mode. The government, community residents and community organizations all involved in the management of rural community.By the development process, development of reason, organization system, management mode, management characteristics of rural communities overseas, this paper summarizes the development pattern and successful experience of overseas rural community, and supply reference for the rural community construction in our country from the support of government, the residents participation, perfecting the republic facilities and services system in hopes to promote China’s rural community construction.
