Study On The Problems And Countermeasures Of Unemployment Insurance Policy Promoting Employment ——Taking Z City As An Example

As a type of social insurance,unemployment insurance is protected by national laws.China began to explore the establishment of unemployment insurance system in 1986,and has basically completed a relatively perfect unemployment insurance system so far,and has played a positive role in ensuring the life of the unemployed,promoting reemployment,maintaining social harmony and stability,and helping enterprises deepen reform.Unemployment insurance is closely related to full employment.Full employment can ensure the continuous collection of unemployment insurance benefits,and the unemployment insurance policy system can effectively promote the reemployment of the unemployed.In order to alleviate the pressure of social employment and unemployment,strengthen the unemployment insurance policy and promote employment,which is not only the direction that the unemployment insurance reform should adhere to,but also an important content of comprehensively practicing the people’s livelihood priority development strategy.This paper studies the unemployment insurance policy to promote employment.Combined with the current unemployment insurance policy and the active employment policy implemented by the government,this paper studies the problem of Z city’s unemployment insurance policy to promote employment in an all-round and multi-dimensional way by using the methods of case analysis,interview and questionnaire,and puts forward countermeasures and suggestions to improve the unemployment insurance policy to promote employment.Firstly,it introduces the case of Z City,and introduces the general situation of Z city’s unemployment insurance policy promoting employment from five aspects.Secondly,it analyzes the employment promotion performance of the unemployment insurance policy in City Z,mainly from the aspects of the implementation of measures that can not promote employment well,the lack of funds used to promote employment,and the imperfect related policies.Thirdly,it analyzes the causes of the problems found in the survey,mainly from the lack of system design of unemployment insurance policy to promote employment,the lack of linkage between unemployment insurance policy to promote employment and full employment policy,and the imperfect unemployment insurance fund management system.Finally,this research proposes some suggestions and related countermeasures to consummate the unemployment insurance system,so as to maximize its employment promotion function.In terms of system design,we should reform the elements that are not conducive to promoting employment in the current unemployment insurance system,and explore the construction of a multi-level unemployment insurance system,so as to expand the scope of unemployment insurance policy to promote employment;In terms of financial support,we will increase the expenditure of unemployment insurance to promote employment,consolidate the material basis for promoting employment,expand the scope of beneficiaries of the unemployment insurance policy to promote employment,and add unemployment insurance subsidy projects to promote employment;In terms of policies and measures,we should improve the policy system of unemployment insurance to promote employment,relax the application conditions for unemployment insurance assistance to stabilize posts,establish an entrepreneurship support policy system,strengthen the effect of unemployment insurance policies to promote employment,establish a linkage mechanism between unemployment insurance policies and employment service policies,and establish a performance evaluation mechanism for unemployment insurance policies to promote employment services.
