The integration of urban and rural education is the ideal goals of urban and rural educationdevelopment, and urban and rural primary and secondary school teachers flow is an effectiveway to achieve this goal.Under the background of socialist market economy,urban and ruralprimary and secondary school teachers flow has become inevitable.But,at present,the currenturban and rural primary and secondary school teachers flow presents a chaotic situation,to someextent,has affected the healthy and sustainable development of the integration of urban and ruraleducation,so pay attention to the urban and rural primary and secondary school teachers flow hasimportant practical significance.In this study, the flow of Shandong Teachers is object,according to the theory of distributivejustice, fair education and human capital, etc,use literature method and questionnaire surveymethod as the basic research methods,In order to realize the integration of urban and ruraleducation under the background of teacher flow as the goal,analyzes the problems existing in theurban and rural primary and secondary school teachers flow, influencing factors and rationalsolutions.Survey results show that the urban and rural primary and secondary school teachers inshandong province main predicament consciousness flow, flow ratio, teachers’ imbalancedifficulty, etc.Then, from the lack of formal system and informal system inertia to analyzes thereasons of influence the rational flow of urban and rural primary and secondary schoolteachers.The results show that teacher flow policy formalized, the dual structure between urbanand rural areas distribution policy tilt,not sound relevant supporting system,the drive ofeconomic interest,pressure of work,the teachers of social and personal career cognitive,Schoolmanagement mode are the important factors that affect urban and rural primary and secondaryschool teachers flow.At last,under the integration of urban and rural education of primary and secondary schoolteachers flow to achieve goals are equality of urban and rural primary and secondary schoolteachers flow,urban and rural teachers’ reasonable configuration,the balance of urban and ruralinterests.In order to achieve these goals,advocated in policy and mechanism of consciousness isperfect, the school should be a paradigm shift, the teacher must firm faith three aspects putforward concrete measures to solve the rational flow of urban and rural primary and secondaryschool teachers.
