In June 2015,the General Office of the State Council issued the Support Plan for Rural Teachers(2015-2020),which explicitly proposed to promote the flow of excellent urban teachers to rural schools in the main measures.Therefore,government departments at all levels in China have responded to the instructions of their superiors and actively promoted the rational flow of urban and rural teachers,taking the flow of excellent urban teachers to rural schools as an important means to promote the balanced development of urban and rural education and narrow the gap between urban and rural education.However,in the process of formulating and implementing the policy of urban and rural teacher mobility,there are many practical problems,which seriously affect the effect of urban excellent teachers flowing to the countryside,and thus fail to achieve the vision of policy formulation.Paper adopts the narrative method of the flow of the three towns of outstanding teachers stories are studied,through three teachers narrative stories to display the real situation of urban teachers flow,explore the town after the teacher in front of the flow,flow,flow in three stages of the main problems,mainly in urban poor teachers flow and urban teachers unwell these two aspects,There are the following problems: the low willingness of teachers to participate actively,the remote location of rural schools,the decrease of teachers' overall income,the mismatch between the subjects they teach and the majors they learn,the increase of teachers' workload,the limited space for teachers to improve,and the imperfect hardware and software facilities in rural schools.The reasons for the plight of urban teacher flow are divided into three levels: the first is the individual characteristics of teachers,teachers' work pressure and teachers' family burden;Second,the school management system is not perfect,the school hardware level is low and the school attitude to the mobility policy is negative;Third,the government's investment in education is not coordinated enough and the allocation of teachers according to the ratio of teachers and students is not effective.In order to promote the rational flow of urban and rural teachers,promote the development of rural education,this study aimed at the three towns of outstanding teachers to rural schools flow according to the problems from three dimensions of proposed town outstanding teachers to rural primary flow quality countermeasures: first is the teacher individual level,teachers must set up correct understanding actively,play its exemplary role;Secondly,at the school level,the school should improve its own management system and create a harmonious working atmosphere.Finally,at the social level,the government and community media should work together to promote the flow of urban teachers to rural primary schools.
