Since the founding of our country,the management of primary and secondary school teachers has experienced four times--embryonic building period,pause period and recovery period and development period.Now the urban rural integration the compilation of the management of primary and secondary school teachers has came true.The unreasonableness standard of the management of primary and secondary school teachers,the non-standard finance system of compulsory education,the deep-rooted urban-rural household register system;the gap between urban and rural primary and secondary education funds,the rural family education investment is lower than the urban families.The great changes in the birth of the population,the rural-urban migration,the large proportion of rural mountainous area,the bad geographic environment.The management of primary and secondary school teachers is affected by the above institutional factors,economic factors,demographic factors and geographical factors.To improve and perfect the urban integration of the management of primary and secondary school teachers,we need to adhere to the principle of fairness and impartiality.The government should formulate the unreasonableness standard of the management of primary and secondary school teachers scientifically and reasonably.And improve the financial system of compulsory education,and deepen system of household registration reform.Also to increase financial investment in compulsory education and tilt to rural areas,enhance the economic properties of the teacher organization.To adapt to the change of population,the government should increase flexibility of teacher organization.The government strengthening policy support efforts to the rural primary and secondary school teachers' preparation of geographical inferiority.
