Research On The Risk Of Private Education Investment In The Reform And Development Of Elementary Education

In recent years, private investment in education has been the concern of the government and the community, especially the National long-term Education Reform and Development Plan (2010-2020) proposed new development goals and requirements for the development of private education. And it also makes private education become an important research topic. In this study, private educational investment risk is the main object of the thesis, and environmental investment theory and portfolio theory as the theoretical basis. In addition, it uses literature research, survey research, comparative analysis of methods and regional case study. First of all, sort the literature, which is about status and trends of private investment in education at home and abroad; secondly, analysis the current situation of private investment in basic education, and summarize the types and characteristics of private educational investment risk on the basis of the cause of risk arising and research the situation; once again, in the base case analysis, analysis private educational investment risk leads to some problems of private investment in education, what make an adverse impact on basic education reform and development; finally, as to private educational investment risk of adverse impact on basic education reform and development, we propose risk mitigation mechanisms about private educational investment from managers, investors and government perspective, that in order to ensure the healthy development of private education and promote private investment in education continuing to play a catalytic role in education reform and development.The study finds that the risk of private investment in education mainly as follows: policy risk, education market risk, operational risk and investment risk of public opinion. The existence of these risks result that private investment in education is low proportion, much less emphasis on the return of non-profit, private investment high light and low weight and so on, which issues have adverse impact on improving the quality of education, increasing the supply of high-quality educational resources, ensuring that education educating people, promoting educational equity and rational allocation of educational resources. In the light of the above problems and its negative impact on education reform and development, managers should optimize the school-based management, improve relations between the various stakeholders inside the school, avoid the risk of conflict between the various stakeholders inside the school, the brain drain excessive risk and investment risk; investors should follow the investment rule, make a reasonable proportion of the various combinations of assets, reduce the risk of capital gains and implement differentiation strategy to reduce market risk education; the government should build a limited liability governments and create a harmonious public opinion atmosphere to reduce the risk of private educational investment from external environment. So as to ensure the healthy development of private education, and make private education investment play a positive role in improving the quality of education, deepening the educational system and management system reform, pushing the training model innovation, promoting the balanced development of quality education and so on.
