Before World War II, by the " nationalism " ideological trend influence, JapanesePrivate University was limping, facing many development problems, these problems arethe external control of the government、the source of the student and teacher、the fundsand so on. These problems are not only the important factors which hinder the furtherdevelopment of private university, but also the important content of the reform of theprivate university in early period of postwar.After the Second World War, the Japanese government reforms democracy manyaspects of politics and economic. As part of the social democratic reform, privateuniversity reform has been put on the agenda, including the establishment of the newuniversity、the short-term university settings and the acute assistance of government toprivate university and so on. The reform, to a certain extent, promoted the development ofprivate university, to the postwar Japanese economy revitalizes and develop, contributes apower in education. At the same time, private university development and prosperity,greatly promoted the popularization of higher education in Japan.The experience of Japanese private university development, especially the experienceof the reform at this stage, have very good enlightenment and reference to our privatehigher education at the educational legislation、the management mechanism、the financingand so on.
