Nowadays, with the acceleration of population ageing, its impact on medical expenses gradually gains more and more attentions. This study sort out the current research condition which is about the factors of medical expenses growth and the relationship from between population aging and health care costs through existing documents firstly. Secondly, the study analyzes the functional mechanism between medical expenses and the factors systematically, which including economic development, an aging population, advances in medical technology, etc.This research makes a prediction about the growth trend of China’s population aging and the future long-term care expenses. In case of Shanghai, using2005-2010panel data of elderly population and medical care, to analyze the impact of population aging on health insurance costs. The results shows that there is a significant positive correlation between the population aging and real per capita urban employee basic medical insurance and urban residents basic medical insurance, which has an elasticity of0.27and0.25.However, there are differences in the relationship of population aging and health care costs. The condition of rural population aging doesn’t change the spending on NCMS. According to the increasing aging population, this research also raise some corresponding measures to the system reform of basic medical insurance.
