The essential of goodness depends on education, and the essential of education depends on teachers. Teacher must take the general human being’s natural characteristic in the first place and the professional special characteristic as a teacher in the next place. Teacher quality is the essential of teachers’ existence, and it is the unification of the quality of ordinary people and the quality of professionals. Different aspects of qualitative prescription about teacher quality act out by different aspects of quantitative diversity, with various aspects of quantitative prescription and infinite variety of quantitative probability. Teacher professional quality is the core of teacher quality, and it is various aspects of quantitative prescription and infinite variety of quantitative probability under the qualitative restriction of teacher professional quality. Teacher professional quality is the pure degree of teachers’ essential prescription. Teacher professional quality will be high if the teacher can teach and cultivate students in a good way, otherwise it will be low.With the purpose of promoting teachers’ lifelong learning and leading teachers’ professional development, teacher professional quality standard can be used or reused for measuring teacher professional quality. Teacher professional quality standard is for teachers, and it reflects requirements of age about teacher professional quality in the process of teachers’ professional development. In order to help teachers’ survival, enrich teachers’ life and motivate teachers’ lives, teacher professional quality standard’s practical characteristic provides supportive and positive energy for improving teacher professional quality. Teacher professional quality standard has types and levels. Its types can’t directly reflect teacher professional quality whether high or low, but its levels can directly reflect high or low teacher professional quality. Teacher professional quality standard not only has the bottom line for measuring teacher professional quality whether qualified or not, the middle line for measuring teacher professional quality whether good or not, and also the high line for measuring teacher professional quality whether excellent or not.Teacher professional quality standard for primary school teachers must conform to rationality, namely the unification of value rationality and instrumental rationality. Teacher professional quality standard for primary school teachers must conform to reasonableness, namely the conformity of sensible and objective truths, one namely the conformity of requirements for efficiency, rights for equality and responsibilities for humanism, another one namely the conformity of purposes(acceptability)and rules(feasibility).The effective teacher professional quality standard for primary school teachers truly reflects and exactly measures primary school teachers’ professional quality. It reflects and only reflects primary school teachers’ professional quality, and it measures and overall measures primary school teachers’ professional quality. According to the universality and particularity of teacher professional quality standard for primary school teachers, we should be on guard against outdated, ectypal, untargeted standard and pay attention to the nature of development, culture, appropriateness about the standard.The construction of teacher professional quality standard for primary school teachers is not only the process of dynamical, always changing and making progress, but also the process of putting the diversity and unity, the difference and comprehensiveness together. On the one hand, from the six aspects namely the core dimensions’ optimization, the basic elements’exploration, the concrete indexes’ design, the multi-levels’ assumption, the way of expressing, the constitutors’ investigation, the study attempts to provide feasible ideas and methods for constructing the index system of teacher professional quality standard for primary school teachers by analyzing the index system of current teacher professional standards for primary school teachers. On the other hand, from the six aspects namely to confirm ideas, to clarify purposes, to determine estimators, to choose methods, to integrate ways, to evade risks, the study pays more attention to the realistic field by discussing the effective way to carry out the standard, so that the it has practical guiding significance.
