Teachers' professional development is an important aspect to realize teachers' education and their professionalism. To promote teachers' quality is the essence of fulfilling their professionalism. Based upon the need of quality education, basic educational curriculum reform and teacher education reality, this thesis studies the quality standard of teachers' processional development. Furthermore, this thesis aims to find the problem on teachers' professional development quality standard based upon the investigation and theory analysis, build the teachers' professional development quality standard, and give some constructional advice and countermeasures.This thesis consists of three parts. The first part of the thesis treats the literature in this regard at home and abroad, defines the concept of quality, teachers' quality, teachers' education, teachers' professional development, teachers' professionalism, teachers' quality standard etc. Based on this, the thesis defines teachers' quality as the stable and indispensable professional quality developed in teaching practice and based upon given biological conditions, being the synthesize reflects of career figure, the educational knowledge and capacities. The standard of teachers' quality is an integration of all the requirement and quality of teachers' to fulfill the mission of teaching and education. Teachers' education is defined as the systematic activities of teachers' development which is also professional, open and life-long education. Teachers' professional development is the multi-step and successive developmental process includes the pre-service education, service adaptation and in-service further education. Teachers' professionalism is used to address the promotion of individual teacher's professional proficiency on one hand and the process and outcome of the efforts for teaches' professional position at large on the other hand.Based upon the literature review and definition of key terms, the second part of the thesis put forwards teachers' quality structure and standard. Firstly, 48 school teachers and students in college are investigated and interviewed for the primary research. Combining with literature of teacher quality, teacher quality structure is developed. Based on this, 132 teachers are investigated by half open questionnaire and close questionnaire and finally the standard is worked out clearly. Investigation shows that most teachers have strong sense of responsibility, duty and urgency, having definite cognition to the teacher quality and also having some deficiency of cognition on it. The thesis analyzes the teacher quality structure from its natural attribute and social attribute. Combination with the property of teachers' career and the developing trends, the thesis defines the structure as a system include quality of physical, psychology, basic culture, manner, subject knowledge, instruction, research, belief, cooperation, communication, educational knowledge etc, and it also discusses the dynamism, plurality, stratification, fuzziness and predictability.The third part is the advice on how to improve teacher quality and teacher development. On the base of investigational analysis and the factual demands of teachers' education and their professional development, the thesis gives some constructive advice. Study shows that most teachers show the active interest in learning and development, hoping to improve their scholastic level, promoting professional growth, enhance their quality and reaching the growing aim. On one hand, from the source of impetus, the improvement of teacher quality comes from their driving force. The concept change of teachers, teacher becoming researcher and improving their reflection capacity are the effective way to improve their quality. On the other hand, the driving force comes from the schools, social, policy and students. The problem of teacher education is the lack of the normal and practical teacher education standard system. The thesis thinks the key to the development of teacher education institution and system is to build a series of cultivating model of teachers' pre-service training, in-service training and the integration of the two. The finance support from the state movement is the must to build teacher educational system. The effective outside way to fulfill the teacher professional development is to guarantee the professional way on the policy, to provide the back of law, to build the mechanism of evaluation of teacher quality and competition, soft and hard environment building in the schools and cooperation resources from all sides.
