In January 2018,the State Council of the CPC Central Committee made a general goal plan for the construction of the teaching staff in the "opinions on comprehensively deepening the Reform of the Construction of Teachers in the New era".The Ministry of Education in the "Action Plan for the Revitalization of teacher Education 2018-2022"(teacher [2018] No.2)demands that teacher education should carry out the fundamental task of building up people by virtue,and strive to build a contingent of highly qualified,specialized and innovative teachers.In order to realize the overall goal of the construction of teachers in the new era,it is necessary to re-examine the present goal of teacher education.However,with the continuous progress of the basic education curriculum reform in our country,the teacher education does not adapt to the social needs at present,so it is difficult to meet the actual needs of the basic education curriculum reform.In addition,teacher qualification examination has certain obstacles to the implementation of teacher education curriculum.These problems reflect the contradiction between teacher education curriculum and teacher professional development and teacher qualification examination."Curriculum Standard","Special Standard","qualification Standard" is the policy document to guide teacher education curriculum reform,teacher professional development and teacher qualification examination in the new period.In this regard,we have to reflect on whether the three requirements for teacher education goals are consistent,whether there are contradictions or conflicts between them?This study takes the consistency of teacher education objectives of the three texts of teacher education policy as the breakthrough point,adopts the content analysis method,draws lessons from the SEC consistency analysis thought,and establishes the common theme and depth level analysis frame for the three texts to be studied.Use the same framework to analyze the consistency of the three.At the same time,the consistency level is quantified by reference to Weber's idea of establishing a standard for consistency analysis.However,because the object of study is different from Weber's and SEC analysis paradigm in thespecific quantification standard and operation method,this research reformulates the consistency quantification standard and so on.To ensure the reliability and validity of the study,the The encoding of the text determines the detailed rules and procedures.Finally,through quantitative and qualitative comparative analysis,the consistency of the three teacher education objectives is obtained.(1)The goal of teacher education of the three is consistent in the aspect of content,whether in childhood or in primary and secondary schools,but there are still differences in some content.(2)In terms of depth of learning,whether in childhood or primary and secondary schools,the depth of teachers' educational goals in the overall "special standard" is the highest and the second is the second.“eligibility criteria standard“ the depth requirement of course is lowest.But in some contents textbook there is a tendency to reduce the depth requirements of "special standard",qualification standard in professional knowledge.
