Teachers are the foundation of education.It is the key to ensure the quality of education and to cultivate high-quality talents to build a high quality and professional team of primary and secondary school teachers.How to improve and develop the professional quality of primary and secondary school teachers,the most important is to make provisions and requirements for the quality of primary and secondary school teachers from the national level,to build a scientific and reasonable and conducive to the professional development of teachers professional quality structure.Therefore,this article takes our country during 1980-2020 primary and secondary school teachers' professional quality structure changes related to teacher education policy text sample for analysis,using the content analysis method to study,analysis summed up the characteristics of primary and secondary school teachers' professional quality structure change in China and inner logic,and on the basis of reflection,obtains the corresponding Suggestions.It is hoped to provide some reference for the formulation of teacher education policies to further optimize the professional quality of primary and secondary school teachers in China under the background of the new era and to construct a scientific and reasonable structure of the professional quality of primary and secondary school teachers that is conducive to the professional development of teachers.From the total text and teacher education teacher education policy,this paper has two aspects of policy text content combined with primary and secondary school teachers' professional quality of basic core professional quality,professional quality and professional development quality three dimensions for primary and secondary school teachers in China during 1980-2020 related teachers professional quality structure change education policy text analysis,it is concluded that 1980-2020 in our country elementary and middle schools teachers' professional quality structure change characteristics and internal logic is as follows:From the perspective of the total number of teacher education policy texts,the professional quality of primary and secondary school teachers in China has received continuous attention and attention from the state during the period from 1980 to 2020.The shortcoming is that a large number of teacher education policy texts have been formulated in a short period of time,and the periodicity of the development of primary and secondary school teachers' professional quality has not been fully considered,and the scientific nature is not sufficient.The number of legal texts in the policy text is small and there is a lack of special laws concerning the professional quality development of primary and secondary school teachers.The degree of cooperation between policy issuers needs to be improved.From the perspective of the text content of teacher education policies,firstly,the professional quality structure of primary and secondary school teachers in China shows a trend of continuous optimization during the period from 1980 to 2020.For example,the policy requirements of the professional quality of primary and secondary school teachers are constantly improved,the specific quality types of the professional quality structure of primary and secondary school teachers are increasingly diversified,and the ideological and political quality and professional ethics of primary and secondary school teachers are constantly strengthened.Secondly,the structural change of primary and secondary school teachers' professional quality is characterized by stages.Thirdly,the structural change of primary and secondary school teachers' professional quality is closely related to the educational reform;Fourth,the value orientation changes from "national standard" to "teacher standard";Fifth,the professional quality policy of primary and secondary school teachers has the characteristics of imbalance;Sixth,the professional quality policy of primary and secondary school teachers has the characteristics of vagueness and generalization.Through the reflection on the characteristics and internal laws of the structural change of the professional quality of teachers in primary and secondary schools in China,it is concluded thatThe following enlightenment is obtained: 1.Policy formulation should follow the law of structural change of primary and secondary school teachers' professional quality;2.Policy making should improve the degree of cooperation and participation of policy issuing subjects.3.4.Policy formulation should pay attention to the refinement of the professional quality requirements of primary and secondary school teachers;5.Policy formulation should properly balance the professional quality of primary and secondary school teachers in all aspects.It is hoped to provide some reference for the formulation of teacher education policies to further optimize the professional quality of primary and secondary school teachers in China under the background of the new era and to construct a scientific and reasonable structure of the professional quality of primary and secondary school teachers that is conducive to the professional development of teachers.
