Preschool education as a critical period in children’s growth, it takes an important role inchildren’s mental and intellectual potential development. Preschool education is not only thepreparation stage of school education, but also has an important influence in children’s overallquality formation, it plays an irreplaceable role in people’s whole life."The head startprogram" in United States and "Sure Start program" in British prove the importance ofpreschool education; indicate the feature of "low investment high return" in preschooleducation. From a global perspective, all countries have attached great attention to thedevelopment of preschool education. China as a large agricultural country, majority of thepopulation concentrate in rural areas, rural children as the main body of preschool education,rural areas’ preschool education as the important component of the whole preschool education,its level directly determines the level of overall preschool education and the overall quality ofthe Chinese nation. Over the years, the limited preschool education resources of our nationhad been invested to cities by the influence of urban-rural dual structure. Preschool educationin city developed well, while rural preschool education developed slowly, this directlyinfluenced the overall improvement of the education. With the in-depth propagation ofeducational equity theory, the government had promulgated a series of policies and documentswhich provided a support to the development of rural preschool education in policy, whichwill have an objective influence in promoting the development of rural pre-school education.Faced the landslide phenomenon of preschool education,He bei province combined itsown actuality, drew lessons from Nine-year compulsory education, in2001promulgatedgovernment of He bei province carried out the State Council’s decision about basiceducation’s reform and development executive opinion, put forward to holding the principleof " rural areas build kindergarten, pay for entering, government build private support, owndevelopment”, every government should try their best to promote rural preschool education,in the year of2010basically popularizing three years preschool education. This article takesthe policy as an entering point, by means of literature, questionnaires, interviews, observation,taking Yang Yi town as a research object, which has many typical features in educationdevelopment. Through mastering the existing achievements, thorough and actual investigation,form a whole cognition about Yang yi town’s preschool education status before and afterpopularizing three years preschool education. The body of this article is divided into four parts: the first part, reason of choosing thetopic and the research process. This part mainly elaborated the research origin, researchsignificance, domestic and foreign literature reviews and research design. The second partdiscusses Yang yi town’s preschool education development before popularizing three yearspreschool education. This part will mainly introduce the type of preschool education and itsadmission rate, material environment of kindergarten, the whole level of kindergarten teachers,education and teaching methods in kindergarten, and management of kindergarten.The thirdpart discusses Yang yi town’s preschool education after popularizing three years preschooleducation. This part will form contrast with Part two, also from six aspects to introduce. Thefourth part introduces comprehensive analysis of Yang yi town’s preschool educationdevelopment before and after popularizing three years preschool education. By exploring thecauses of changes, points out the existing problems and shortcomings, finds out the existingproblems in developing to give further suggestions for Yang yi town’s preschool education.
