The scale of the rapid expansion of university and the variety source of students and the abruptly decline of Teacher-student ratio making the universities in the world face serious crisis of teaching quality’s decline. How to improve university teaching quality has becoming an increasingly concerned problem. In order to improve the quality of university teaching, the Center for Faculty Development which is an organization that committed to the development of the university teaching has been built by university. In the Center, a variety of teaching promotion project have been carried out, teachers’teaching ability have also been improved as well as Students’learning quality. The world’s first Center appeared in America. This Center in America formed a set of mature organization framework in the history of baptism and created the outstanding teaching performance.In recent years, the establishment of this Center has become a big action which is our country’s university combining with its own characteristics to do a good job in "the Undergraduate Teaching Quality Engineering". In the process of the construction, the Center of our country can learn from the American experience,but not completely copy. It should draw lessons from America and be creatively applied to the theory planning on the organization structure of this organization in our country,work out the organization structure which adapt to our country’s condition and the specific school’ s situation. This is the basic logic which need to clarify on the organization structure design of the Center.This paper uses literature method, interview method and comparison method to study on the organization structure design of this organization of America and China. There are four parts in this article.The first part is introduction. It summarizes the background, significance, current situation, ideas and methods as well as innovations on this research.The second part is theoretical analysis. Firstly, it discuss the connotation from this three aspects:the definition of the organization structure of the Center of Teaching and Learning, the concept of organizational structure, the development of the theory of organization structure and its influence. Secondly, it explains the relevant factors affecting the Center of Teaching and Learning from three aspects, such as organizational environment, organizational functions, organizational resources. Finally, it analyzes the three basic elements of this organization, including the administrative relationship, the post-setting and the division of responsibilities. Also, it presents the relationship between the three.The third part is the analysis of practical conditions. Based on general analysis, it reveals the situation of this Center’s structure of America and China,and summarizes the similarities and differences between them.The fourth part is the reform Suggestions on the Center’s structure of China. Firstly, it compares the relevant factors that affecting this two country’s organization structure, makes a summary of the differences and similarities between them. Secondly, it reveals the existing problems in Center’s organization structure of our country. Finally, it tries to put forward the suggestions for our country’s Center organization structure from two aspects, including the optimization of it’s factors affecting and the perfection of it’s the internal settings.
