Since the1990s, facing the social changes of fewer children、 internationalization、political democratic changes in the industrial structure and the impact of diversified values, higher education in Taiwan has to face more and more challenges. In order to stimulate the university to concern the teaching quality and reform of teaching、learning、curriculum planning, In2005, Ministry of Education launched the "Program for Promoting Teaching Excellence of Universities", through policies and funding guide the establishment of University Teaching and Learning development center.This study from the rational system, natural system and open system of three kinds of organizational analysis perspective, comprehensive use of qualitative and quantitative research methods, at the same time, supplemented by document analysis, to present the overall context of Taiwan universities Faculty Development organizations which assist teachers for teaching professional development, and to analyze the Faculty Development organization formation background、context changes、architecture design、implementation effect、evolution trend of Taiwan universities, and take Tamkang University as a case, combining the organization members and school teachers’ views, in view of problems of Taiwan Faculty Development organizations in the process of development.The research results show that:1、the early teaching and learning development organization belongs to the library, due to staffing and funding constraints, part of Taiwan universities set up the simple structure, only can provide the basic service as teaching resources circulation;2、thanks to the "Program for Promoting Teaching Excellence of Universities", teaching and learning development organizations in Taiwan colleges generally being set up, the targets are mainly consist of teacher teaching、student learning and technology into the three aspects of teaching;3、 organization structure has division structure and function structure, organizational leaders are the teachers who won the "excellent teaching faculty reward", but usually, the professor or associate professor are adjunct;4、although the Teaching and Learning development organization is belong to the second class under the office of academic affairs in the unit. but they are not the traditional sense of administrative units, because they don’t have clearly relationship with the office of academic affairs, but to use the platform function of academic affairs which supply service support and resource conformity in most practical works, to promotion and coordination of departments and other departments;5、from the development trend, we can see that the trend of regional center is becoming more and more obvious.According to analysis study, Center of Teaching and Learning Development has the following problems:①the "McDonald" in the establishment and development of the organization, the organization goal and function structure are similar, lack of school-based characteristics;②the organization of formalism, parts of universities set up organization just apply for government funding、or government evaluate or blindly follow the trend and hastily set up teaching and learning development agencies, the organization just has the form not substance;③the organizational boundaries become increasingly blurred, teaching and learning development organizations need to cooperate with other departments in the practical work, but the present organization has crossing and overlapping part with some departments of university, and failing to effectively integrate resources;④the organizational identity crisis, many teachers do not know or do not understand the organization or questioned the professional of organization service;⑤organizational development "Matthew effect", during the process of development of the area, the schools are becoming more and more unbalanced, the stronger become more stronger, but the weaker increasingly marginalized;⑥the future persistent problems, affected by the uncertain factors, organizations are increasingly constrained by the external environment.The suggestions of this study are followed:1、according to the existing organization "McDonald" as well as the development of formalism, the development of teachers’ teaching must be based on the school, according to the design, we can learn from others experience, but to be worthy of the name;2、according to the fuzzy problem of organization boundary, the school management should to integrate resources effectively, avoid overlapping functions, and coordinate with other departments to provide strong support for the Faculty Development organization;3、in view of the crisis organization identity, from the open system view, first, the teaching and learning development institutions must be active in close touch with the outside environment, active fusion cohesion with teaching function, improve the teachers and students’ understanding of tissue by faculty platform, and not let the organization closed operation in a rational system. Second, the organization must be good at using the school administrative departments, such as the use of platform and closely related to teachers’ teaching administration, coordination with other departments to promote the work, expand organization influence; third, teaching organization members to keep learning, improve the comprehensive quality and professional level of their own, provide professional service product, establish a professional image for the organization in the University;4、according to the development of "Matthew effect" and the sustainable development in the future problems, organization must change to open system, make good use of funds and policies that the government encourages to construction, actively participate in Regional Teaching Resources Center, with the aid of the Regional Resource Center for teaching and learning resources and power, to make up for lack of organization personnel、funds、to learn and grow in a cooperative exchange.
