On July9,2003Japan’s parliament, the senate passed the national university legal act, on July16th by law No.112is officially open, and from April1,2004formally implemented. The law of the national university of the legal person seems to be very simple, and just less than one year, but in fact is not the case, the birth of the national university legal person act a tremendously complex and profound historical origin. The reform involves the relationship between the government and university, the university and society, the most distinctive is the identity of the national university’s change, with the government’s subordinate units into independent operating as a legal person, the national university of internal reforms include personnel, scientific research, teaching, assessment, financial, etc. The national university legal act is the core of the reform, the bill is divided into general, organization and business, a total is medium-term target, finance and accounting, miscellaneous, penalties for chapter6of article41and article22by laws. Which the biggest affect is that the Japanese government for the national university of funds reduced year by year, the university must adapt to the market for improving the capacity of independent income, increasing the income of university funding. And the reform today has lasted for9years. From the results, this reform is successful, because the national university’s total funds is not reduced by a decrease in the amount of government funding, instead of relying on their income ability and increasing the total funds by this reform. A bright spot in institutions of higher learning is worthy to learn for us,that is how to deal with the relationship between the government, society and universities, and play their own advantages in the market economy, for university won the income and increase funding.Through the understanding of the corporate reform background, content,this article emphasis on study of changes during the reform of the national university of the funds, and the change of research funding for teachers, students, the impact of subject development. In order to seek a development way to solve our country’s university funding problems.
