Though the time of the appearance and growth of our country's non-governmental organizations is not very long, their essential position and rule have already been manifested. Especially with the increasing enhancement of democracy at the grass-roots level, the popularization of community governance and the spread of civil society concept, it is a major constituent part of reengineering the current model of public governance that how to transform the perplexed urban space formed after disintegration of system of units into national governance space with certain criterion and clear objective as well as active advocate of community participation and the seek of communal identity. The fundamental motivation to inhabitants participating in collective activity and public affairs is seeking common interest and emotional satisfaction, which is also the precondition of non-governmental organizations'appearance and the assurance for their development.The development of non-governmental organizations in community becomes a new supporter of prolongating community governance and community service. In the current background of our country's constructing harmonious socialist society, the need of public goods and service from the masses unceasingly increases while all forms of social conflicts emerge in the course of development. Therefore the masses'seeking community participation and communal identity is especially significant. Non-governmental organizations in community are an outcome of a certain stage of social development and grow into maturity with the development of market economy and social progress. They continuously locate their position in community service, community culture and the construction of community spiritual civilization, providing inhabitants in community with more chances to communicate, understand and help with each other. Non-governmental organizations in community promote accord interpersonal development as well as benignant mutual activity between the government and the masses, acting the role of serving, stabilizing, harmonizing and pleasing, which turn into an important power of achieving vision and objective"harmonious society". Therefore cultivating and developing non-governmental organizations in community have profound meaning.This dissertation is on the basis of investigation into the current development of non-governmental organizations in Gumei Road Community of Minhang District in Shanghai. Analyze, assess and synthetically study the cultivation and development of non-governmental organizations on the basis of controlling abundant data and information, using advanced experience from home and abroad for reference and applying related theories. Mainly include chapters like related theories and development of non-governmental organizations in community, analysis of the current development of non-governmental organizations in Gumei Community, using successful experiences of related non-governmental organizations in community for reference, strategies and suggestions of the cultivation and development of non-governmental organizations in community and so on.This dissertation actively confronted with the diversity of the need of current inhabitants in community and the transformation of the appearance and processing mode of social conflicts. Promote self-governance at the primary level, give full play to the masses'principal part character in public affairs administration, cultivate the masses'community consciousness and seek communal identity through the cultivation and development of non-governmental organizations in community.
