With the deepening of the globalization,non-governmental organizations(NGOS)are emerging with the power of international activity.The role played by NGOs is from environmental protection,animal rights,disease prevention and prevention and development assistance to the promotion of western democracy and the protection of human rights.It was not until that reform and opening-up that China join the process of globalization,also accepted NGOs in the root of our own home.After forty years,the international non-governmental organizations have played an important role in China's reform wave,in order to promote China's economic construction,social construction,ecological civilization construction,INGOs provides a lot of funds,talents and technology,together to promote economic and trade cooperation and cultural exchanges.However,some NGOs have complex funding backgrounds,in which illegal political activity are covered by legal activity,carry out ideological penetration,hype sensitive topic to guide public opinion,deliberately antagonistic to the public,it has jeopardized the national security,political and social stability Nowadays,under the new historical conditions,a large number of the INGOs are widely engaged in China and take root in all regions of China to expand their influence.Our government should attach great importance to and take effec tive measures to strengthen supervision so as to curb i ts negative effects.Through examples,this paper will focus on the research on the negative impact of the INGOs in China and put forward some countermeasures and suggestions.In this paper,the development of the INGOs in China has been sorted out in the past four decades.In combination with the government's management of the INGOs and the process of promulgating laws and regulations,it summarizes that many problems that the Chinese government has in managing the INGOs.In the early stage of the INGO's in China,our government's attitude towards its management is vague.The absence of the supporting regulatory laws and regulations issued by the government has not effectively suppressed its negative im pact,nor has it provided much convenience for the INGO's development in China.In recent years,the government attaches great importance to the supervision of the INGOs.Although there was resistance applying by different parties in the process of the "Law on Administration of Activities of Overseas Nongovernmental Organizations in the Mainland of China ",the bill finally came out in formal legislation,marking a new stage in China's legislative construction of INGOs' activities in China,be reasonable and legal.In addition,the examples and characteristics of other developed and developing countries in the management of the NGOs are cited and analyzed in this paper,to put forward suggestions for later reference.Finally,in order to make the INGOs play an active role,reduce the negative risk,and promote the healthy development of our society,this paper puts forward some countermeasures and suggestions to suppress the INGOs negative effects: complete the construction of NGO's legal system;guide the public opinion in China objectively to understand the pros and cons of INGOs;improve the government's service level;further innovate management ideas.
