Social work is a product of industrialization and urbanization. Today, In the West, social work has become an international career, the professional social workers as well as the lawyers and doctors are social identity professionals. With the fast development of China’s society and economy, there has been a variety of social issues. How to deal with and address emerging social issues, to meet the service needs of the general public is a major issue before us. As a profession, the function of social work both for the level of micro service object and macro social level is more and more important. In recent years, with the government in promoting social work, social work development environment optimized. However, in general, our society is now in a growth phase, the development is not yet ripe. About talent in social work, on the one hand, society needs a lot of social work personnel, on the other hand, has a serious problem about the brain drain phenomenon, poor quality of talent personnel and the low level of professional.Various social service agencies as to absorb social work personnel, they really need what kind of talent, how to expect the demand for talent has gradually become scholars of growing concern.Shanghai as the forefront of social work specialization and career development, the rapid socio-economic development, public awareness of the massive growth in the demand for social services and the transformation of government functions provided the impetus and space for the social work service agencies. Therefore, there will be some government departments to introduce social workers, the transformation of the traditional social service agencies to professional social work, as well as the emergence of a large number of non-governmental social service organizations. The angle of the generated background of this study to the development of the Shanghai social work service agencies, social service agencies are divided into three categories:the first category is the Public social service agencies; the second category is that traditional institutions into social work service agencies; the third category is private social work service agencies. This paper standing on the point of view of social work services agencies, through the investigation and analysis of three types of social work services organizations in the talent needs, the basic needs of the situation to a real understanding of the Shanghai social work talent. Research methods, this paper used qualitative research methods were selected a typical representative of the three types of social work service agencies, information obtained through literature method, depth interviews and participant observation study. The three categories of institutions:First category, Sunshine Community Youth Centre, Ziqiang Social Service, Inc.; Second category: Huadong Hospital, Obstetrics and Gynecology Hospital, Yangpu District Social Welfare Institute, and Hetai Charitable Service Agency; The third category:Lequn Social Work Service, the complex source social workers firm. Frame of the study, according to the historic concept of talent needs to build the four dimensions of this study, namely:the number of personnel, the type of talent, talent level, talent capacity. In this paper, the researcher interviewed eight social work agency, several responsible people, Front-line workers and some interns to understand the needs of the Shanghai social work service organizations in talent on the size and talent structure. According to the literature summary and practical investigation, the influencing factors of the restriction of social work agencies:Talent supply and demand. Unit system. Professional level, and analysis of three factors. These constitute the core of this study.The research results show that three categories of social work services agencies are shortages in personnel number of the same personnel structure needs, problems, personnel number of serious imbalance between supply and demand, the agency subject to the unit system on the demand for talent, talent professional low degree, unable to meet the demand for services; reason for these problems is comprehensive, including slow development of social workers, social workers low wages, personnel training, theory and practice disconnect, and proposed the corresponding countermeasures and suggestions.
