This paper first through in-depth research, objective and true reduction the current situation and environment under our country administrative personnel in Colleges and universities work situation, on the one hand, this part pointed out the efficiency problem of administrative personnel in Colleges and universities generally exists, on the other hand also provides and background of these problems existing in the environment, is to provide factual basis and background for the discussion; Secondly, according to the above facts and background, combined with the existing system and the fundamental system, analyze the causes of problems; third, according to the direction of the current development trend of society and human resources management, a clear incentive mechanism is important to change the current status of university administrative staff work problems, combined with the actual situation and past experience it is pointed out, improve the administrative personnel in Colleges and universities work incentives faced; fourth, to establish an ideal university administrative teaching management personnel incentive mechanism model, the target and basic principle, detailed countermeasures and ways; finally, draw the conclusion of this paper, and the prospect of the future development trend of the management of administrative personnel in Colleges and universities the thinking of the future development trend, further incentives for these people and to. The following is an overview of the specific content of the various chapters of this thesis:The first chapter, introduction. This chapter mainly consists of four parts. The first part is to introduce the background and significance of this thesis, which is the reason and value analysis of the incentive mechanism of university administrative personnel in our country. The second part is the research status at home and abroad, is the literature review part, mainly introduced domestic and foreign scholars and experts in such problems the research results, and are related to the classification and summary and analysis. The third part is the introduction of the research ideas and research methods. The fourth part is the introduction of this thesis in the research and demonstration of the innovation of the incentive mechanism of university administrative personnel.The second chapter, the related concepts and theoretical basis of the thesis. In this chapter, we first improve the incentive mechanism of administrative personnel in Colleges and universities in China to explain the important concepts involved in this research. In these concepts involving the concept of university personnel system in our country, in addition to modern human resources related glossary, most important is about the incentive mechanism of relevant theoretical knowledge; secondly introduces the theoretical basis of this research, which is mainly of modern human resources management theory knowledge, advanced concepts and incentive mechanism on the theoretical basis.The third chapter, our country university administrative personnel incentive mechanism: evolution, structure and characteristics. This chapter is divided into three parts. First part introduce incentive mechanism in Colleges and universities in our country’s development and change process, mainly in time as the split point respectively in this paper, since the founding of the people’s Republic of China the personnel system of colleges and universities in terms of incentive mechanism change process; the second part described the main composition of the incentive mechanism of China’s colleges and universities, on the specific policy constitutes a body of analysis; part three summarizes China’s colleges and universities incentive mechanism has the features of the situation.The fourth chapter, the analysis of the effect of the incentive mechanism of university administrative staff in our country-- Based on the investigation of a university in Shanghai. This chapter mainly carries on the problem description and the reason analysis to the present situation of our country’s university administrative staff work efficiency. In the present situation, this paper mainly points out five kinds of forms of expression. In incentive mechanism defect and reason analysis, this paper respectively from the distribution system, system of rewards and penalties, people post configuration, team management, appointment system, promotion system and the evaluation standard of the seven aspects of the current situation analysis.The fifth chapter, the Countermeasures of improving the incentive mechanism of university administrative staff. This chapter mainly consists of five parts. The first part is the significance of perfecting the administrative personnel incentive mechanism, this paper from the survival and development of the change of environment, the concept of human resource management changes, the industry increasingly fierce competition and the change of education industry needs these four aspects to explore the incentive mechanism for university administration work the importance and necessity; the second part will focus on the difficulties to improve the work of administrative personnel in Colleges and universities of China’s incentive mechanism in the current system environment, this part mainly expounds from five aspects, respectively is the thought change, appointment system, evaluation standards, and the promotion system allocation scheme. The third part is the target of paper is to perfect the incentive mechanism should be realized and describe the ideal model of the whole, mainly carries on the elaboration from five aspects: people post configuration, compensation and benefits, training and assessment, team management and appointment mechanism; the fourth part is discuss the improvement of the administration and staff incentive mechanism should follow the principle, namely the concept of modern human resources management incentive mechanism of the seven basic principles: organizational goals and the needs of the workers combination principle, material incentive and spiritual incentive combination principle, punishing evil and promoting good principles, the principle of fairness and reasonableness, intuitive principle of openness, the principle of timeliness and incentive principle. Finally, the fifth part is a complete discussion of the perfection of the administrative personnel in Colleges and universities incentive mechanism and the countermeasures, mainly from the five aspects of people post configuration, salary distribution, promotion assessment, team management and personnel appointment were discussed in detail.Sixth chapter, conclusion. This chapter is the conclusion part of this thesis, which mainly consists of two parts. The first part of the argument of this thesis, namely for the point of view of the induction and the summary; the second part is to be further thought, mainly discusses the future in order to adapt to social progress and development of incentive mechanism in the further development direction and trend.
