In the era of knowledge economy, the development level of higher education in one country has direct positive correlation with the country’s national income and economic growth and institutions of higher learning should take on the historical responsibility of developing the country through science and education. Talents play a core role in the existence and development of institutions of higher learning. Nowadays, competition between universities and colleges is, fundamentally speaking, the competition between talents and only by strictly implementing the strategies of strengthening the school by talents could we achieve a leapfrog development of the university. The Human resources (HR) management incentive mechanism is able to help realize the people-first management, bring into full play the staff’s strong points so as to maximize their personal values and finally promote the virtuous circle of development of the university. Taking college teachers and administrative staff as the main research objects, this paper makes a thorough analysis of the current situations and characteristics of the HR and the defects and deficiencies of HR incentive mechanism in newly-built local undergraduate universities in Guangxi. Based on relevant discipline knowledge of Comprehensive Management Science, Economics and Psychology and taking into consideration the actual environment and the characteristics of the HR in the local colleges and universities, this paper analyzes the university HR group’s incentive preference, explores new concept and mode of the university HR incentive mechanism and puts forward some suggestions for the sound development of the newly-built local undergraduate universities in Guangxi.
