Currently, there are many problems in human resource management of China’sprimary and secondary schools because it is experiencing the transition fromtraditional personnel management to modern human resources management. Theseproblems have great negative impact on the reform and development of humanresource management in China’s primary and secondary schools. Thus, it is verynecessary for primary and secondary schools to investigate the status of humanresource management in China’s primary and secondary schools deeply in order totake effective measures to improve the management of human resource, promote themodernization and scientific management of primary and secondary schools.Firstly, this study reviewed and analyzed the development and status of humanresources management in China’s primary and secondary schools. Then, case study isconducted to investigate the status of human resource management in China’s primaryand secondary schools and identify the related problems. Based on the overview ofhuman resources management in S School, this study investigated the status of humanresources management in S School by using the questionnaire survey. Excel is used toanalyze the data collected from the questionnaire survey.According to the feedbacks collected from the questionnaire survey, this studyfound that S schools has some problems in human resource management, includingthe lack of human resource management planning; ineffective recruitment processand the appointment will help improve teachers’ work motivation; flawed trainingmechanisms and few training opportunities; unscientific performance appraisalsystem; ineffective incentives mechanism, ignoring mental incentives and othernon-material incentives, imperfect salary system. In order to solve the problems asabove and improve human resource management of primary and secondary schools,this study proposed the countermeasures as follows, including: human resourcesmanagement in China’s primary and secondary schools should be guided by themodern management concepts; human resources planning should be developed byprimary and secondary schools (including human resource planning and teachers’ career planning); recruitment process should be developed effectively andappointment system should be actively implemented; establishing an effectivemechanism for training and to provide a variety of training methods; build ascientific and fair performance appraisal system for primary and secondary schoolteachers; establish a competitive compensation system and improve the incentivemechanism.
