In todays world with fast development,If the country which in the powereverywhere want to develop economic,The innovative talents play a key role in thisprocess.Our country implement the strategy of developing the country by relying onscience and technology,and take the cultivation of the innovative talents as animportant prerequisite early.With the national attention on the important of theinnovative talents and open the various policy to the innovative talents,manyinnovative talents begin to flow within area provinces and cities more and moreactively.Which the subject we want to research is the effect of the innovative talentsmake and the changes of performance the innovative talents bring in.These changesand effect produced in the innovative talents flow within area、provinces andcities.From the question of these situation in the subject,we organize the flowingperformance indicator system at the macro level、college level and enterpriselevel.Then we make a evaluation research to the flowing performance of enterpriseusing date.Using factor analysis on a comprehensive evaluation of the flowingperformance of the enterprise, and regression analysis was used to study the flow ofinnovative talents and the relationship between the enterprise mobility performance.The paper is divided into three research:The first study, The flow performance indicator system of the innovative talentsin Yunnan Province-level is built through a literature review and in-depth interviews;The second study, through literature review and in-depth interviews to build acollege-level flow performance indicator system of the innovative talents.The third study, we choose a typical enterprise to make an empirical study onthe basic of building corporate creative talents flow performance indicator system. The study concluded:1.Corporate current performance level of the comprehensive evaluation value byenterprises for the innovative talents capital investment status and innovative talentsoutput status, which verified the built innovative talents flow performance evaluationindex system.2.The innovative talents flow the current performance of the enterprise will have animpact.3.With enterprise innovative talents inflows increase or decrease the enterprisesinvested in innovative human capital growth and innovative talents output growth toproduce a corresponding change.4.The introduction of innovative talents of the results of the performance outputdelay.
