Border ethnic areas, is a unique place, no matter is in the aspects ofenvironment, humanities, social development, has its own characteristics, butalso has its own limitation. Early childhood education not only as an importantpart of basic education to the foundation stage, is also China’s school educationand lifelong education. Along with the advancement of education reform,education fairness idea further, early childhood education development is notonly a key link to improve the quality of education to promote education fair,also became the starting point, people demand for early childhood education isimproving day by day. But, at present, the development of early childhoodeducation in our country has many defects, early childhood educationdevelopment is not balanced, significant difference between urban and ruralareas. Border ethnic areas, especially in the rural areas, subject to geographical,economic and other conditions, there exists the problem of preschool educationdevelopment is slow, weak teachers etc.. These problems not only affect thedevelopment of children’s own, also affects the improvement of educationquality in border areas.Estuarine county preschool education after starting late, slow developmentstage, ushered in a new development opportunities. As a kind of port Countyborder area between China and Vietnam, its special geographical also makeschildren education with its own characteristics. Therefore, in this study, HekouYao Autonomous County as a case, has great value and significance. Study onthe methods of interview, field investigation, literature research, objectively,comprehensively on the development of education in Hekou County childrengrasp the overall situation, and based on the two counties (city, township), two(public, private) into kindergarten, to reveal the existence of the estuarinepreschool education problems. Through the research discovery, the county level two, two types of early childhood education had significant difference; theoverall quality of education is not high; faculty uneven; early childhoodeducation activities are lack of local, national characteristics. Through theresearch on the root causes of kindergarten itself, society, government and otheraspects of the analysis of the existing problems, mainly in early childhoodeducation policy implementation is not in place, lack of funding, imperfectregulatory system etc..In Hekou County children’s education problems, this research is based onthe special situation of Ethnic Autonomous County border and its owncharacteristics, advances the concept of regression, and create a good ecologicaleducation; advantage, improve the condition of the kindergartens; suit one’smeasures to local conditions, development characteristics of early childhoodeducation; reform and innovation, building a new way of training teachers;clarify the responsibilities, the government play the responsibilities andobligations of Hekou Yao Autonomous County, is conducive to the developmentof preschool education in border areas of national operational recommendations.
