Higher vocational education in China has experienced a tortuous developmentprocess. It has already become an important part of higher education through30yearsof continuous development since its formal start in the1980s. By2013, there are1,160higher vocational schools which provide associate degree education in China,accounting for50.98%of the total number of colleges and universities. They are themajor force of the popularization of higher education in China. With the continuousdevelopment of higher vocational education, the problem whether higher vocationalschools could meet the needs of the educated and the whole social development isbecoming more and more concerned. The education development evaluation has therelative flexibility of an evaluation system and the grading standard dynamic ofevaluation criteria. It not only attaches importance to results of the evaluation object,but also pays more attention to the development process of it. So the developmentevaluation for higher vocational schools has an important role in promoting thehealthy development of them.This research is an exploratory theoretical research. Because there wererelatively a few studies on the education development evaluation of higher vocationalschools in the past, the author has referred to many existing achievements ofeducation evaluation in making indexes of development evaluation of highervocational schools. Firstly, in theory the author has used the new public managementtheory, the rule of internal and external relations of the education law and otherrelated education evaluation theories, such as Stufflebeam evaluation theory, systemanalysis and evaluation theory and response evaluation theory. By referring to thesetheories, the author has made the value orientation of development indexes in thisstudy. Secondly, the author has sorted out research achievements of existingeducation development evaluation and analyzed deficiencies of developmentevaluation of higher vocational schools in China. By means of systematic analysismethod, qualitative and quantitative analysis method and expert consultation method,the author has made development evaluation indexes of higher vocational schoolsfrom four aspects, i.e. scale, structure, quality and efficiency of education. Finally, the author has testified these indexes practically through an case study and put forwardcorresponding proposals for presented development conditions of X polytechnic inthe case.Development of higher vocational schools is a dynamic process, and theeducation development evaluation is able to provide monitoring results of dynamicdevelopments successfully, which plays an important role in the development ofhigher vocational schools. In this study, the author also thinks that development ofhigher vocational schools is a dynamic process, then its development evaluationindexes also would undergo continuous improvements in practice and become moreand more scientific. So development evaluation indexes of higher vocational schoolsalso need to be further improved in subsequent studies.
